Juvenile Arrested in Major Theft from Auto Case
May 28, 2025
Laurel Police Detectives have arrested a 16-year-old male in a multijurisdictional theft from auto investigation. He was taken into custody during an early morning search warrant at his residence in Beltsville, MD. He will face charges of motor vehicle theft and multiple thefts from automobiles.
This individual is linked to over 100 thefts from vehicles that occurred on May 4, 2025, in the city Laurel and surrounding areas. The suspect was found with the keys to the stolen vehicle used in these crimes, as well as keys to 25 other vehicles and several stolen items. Investigators will be working to identify the owners of the stolen property and reunite them with their belongings.
This investigation is ongoing, and the Laurel Police Department and our law enforcement partners are fully committed to identifying every individual involved and ensuring they are held accountable.
We commend the Laurel Police Department’s Community Action Team and Criminal Investigations Detectives for their outstanding efforts. Their investigative work and commitment to public safety have played a critical role in protecting our community. The Laurel Police Department Arrest Suspect in Homicide Case
The Laurel Police Department arrested and charged Noe Manrique Garcia-Umanzor, 19 years old, of Temple Hills, Maryland, in connection with the recent homicide of 31-year-old Ovidio Arnoldo Zecena-Mateo, of Laurel, Maryland. He has been charged with charged with first degree murder and other related criminal charges.
Detectives from the Laurel Police Criminal Investigations Division identified Garcia- Umanzor as a suspect in the shooting death of Ovidio Zecena-Mateo that took place on April 1, 2025.

Yesterday's Suspicious Death Investigation in the 1000 Block of Marton Street has been ruled a HOMICIDE.
An adult male was found deceased behind a residence; investigation revealed that the victim had been shot and killed. Investigators believe that the murder occurred at approximately 1:30 a.m. on April 1. The victim's identity is being withheld at this time while the victim's family is notified.
Neighbors and community members who live in the Laurel Hills neighborhood on or near Marton Street are asked to review their doorbell and home cameras for any suspicious activity or speeding vehicles between 12:30 a.m. and 2:30 a.m. on the morning of April 1, 2025.

Detectives Investigate a Suspicious Death in Laurel

The manner of death will be determined by the medical examiner and the circumstances of the death are currently unknown. As more information is confirmed it will be released to the public.

Laurel Police Department Captain Graduates from the FBI National Academy
On Thursday, March 13, 2025, Captain Stephen Ivory graduated from the 293rd session of the FBI National Academy in Quantico, Virginia. Captain Ivory is one of only a few officers in our department to complete this prestigious program. Nationally, fewer than one percent of officers are given the opportunity to attend the program.
Internationally known for its academic excellence, the National Academy offers ten weeks of advanced communication, leadership, and fitness training. Participants must have proven records as professionals within their agencies to attend. On average, these officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.
The 293rd session consisted of 244 law enforcement officers from 48 states, and the District of Columbia. The class also included members of law enforcement agencies from 24 countries, eleven military organizations, and four federal civilian organizations.
Captain Stephen Ivory has been an officer with the Laurel Police Department since 2003. He attended school at the University of Delaware before moving to Maryland and joining the department. During his career, Captain Ivory has served as an officer and supervisor in the Patrol Division, Administrative Services Division, and the Criminal Investigations Division. Captain Ivory was also trained by the FBI as a crisis negotiator and has served on the Laurel Police Department’s Crisis Negotiations Team. Throughout his career, Captain Ivory has been afforded numerous opportunities to receive specialized training in areas such as homicide investigation, interview and interrogation techniques, digital forensics, and investigative case management.
Laurel Police Chief Russ Hamill, said, “Congratulations to Captain Ivory on this accomplishment. It is a professional achievement to be selected and then to complete the FBI National Academy, I appreciate his hard work and dedicated effort, and how well he represented the Laurel Police Department. I wish to extend my appreciation to his family as well for supporting him through this endeavor.”
About the FBI National Academy
FBI Academy instructors, special agents, and other staff with advanced degrees provide the training and many instructors are recognized internationally in their fields. Since 1972, National Academy students have been able to earn undergraduate and graduate credits from the University of Virginia, which accredits many of the courses offered. A total of 55,941 graduates have completed the FBI National Academy since it began in 1935. The National Academy is held at the FBI Training Academy in Quantico, the same facility where the FBI trains its new special agents and intelligence analysts.

Dario Villard, 53 years old, of Laurel, Maryland, is dead after a self-inflicted gunshot wound following a domestic shooting that took place in Laurel.
On Wednesday, August 28, 2024, at approximately 10:11 P.M., officers responded to the 14200 block of Westmeath Drive, Laurel, Maryland, for the report of a shooting. Upon arrival officers located a female victim suffering from multiple gunshot wounds. Officers immediately rendered lifesaving aid until she was transported to a local hospital where she is in critical but stable condition. Investigators began searching for the suspect who fled the home in his vehicle prior to officers’ arrival.
At approximately 7:55 A.M. on Thursday, August 29, 2024, the vehicle connected to this domestic incident was located in Montgomery County, Maryland with the suspect inside suffering from a self-inflicted gunshot wound. The suspect was also involved in a fatal shooting in Montgomery County that took place shortly before he took his own life.

Update on March 13, 2024: Deceased Victims Identified
The Laurel Police Department has identified the two victims who have died as a result of this shooting. The victims are 23-year-old Louis B. Rackett, of Washington, D.C., and 21-year-old Quincy P. Green, Jr., of Washington, D.C.

THE LAUREL POLICE DEPARTMENT IS INVESTIGATING A MULTIPLE SHOOTING THAT HAS LEFT TWO DEAD
The Laurel Police Department is investigating an early morning multiple shooting that has left two people dead and one injured.
At approximately 1:34 A.M., on March 12, 2024, officers from the Laurel Police Department responded to the 600 block of Lafayette Avenue, Laurel, Maryland, for the report of a confirmed shooting. Upon arrival, officers located two victims suffering from gunshot wounds. Officers immediately rendered aid to the victims however, one victim was pronounced deceased at the scene and the second victim was transported to a local hospital where they succumbed to their injuries as well. A third victim self-transported to an area hospital and is receiving treatment at this time.

Update on March 7, 2024: Victim Identified
The decedent has been identified as 32-year-old, Jonathan Rocha Diaz, of Alexandria, Virginia.

Pedestrian Collision Leads to Fatality
On March 3, 2024, at approximately 3:58 A.M., officers from the Laurel Police Department responded to the 7800 block of Contee Road, Laurel, Maryland, for the report of a pedestrian involved collision. Upon arrival officers observed a male suffering severe injuries as a result of the collision and immediately rendered aid. Emergency Medical Services also responded and transported the victim to a local hospital where he succumbed to his injuries on March 5, 2024. The identity of the victim will be released at a later time pending next of kin notifications.
The Laurel Police Department’s Crash Reconstruction Team responded to the scene and took over the investigation. The driver of the striking vehicle, identified as 32-year-old Terrence A. Savoy, of Laurel, Maryland, remained at the scene and was arrested for driving under the influence of alcohol.
This remains an open investigation and the Laurel Police Department is working with the Prince George’s County States Attorney’s Office to determine what further charges will be filed.

Man Arrested after Fatal Stabbing
August 13, 2025
At approximately 9:28 p.m. on August 12, 2025, officers from the Laurel Police Department responded to a reported stabbing in the 15000 block of Laurel Oaks Lane in Laurel, Maryland.
Upon arrival, officers found two individuals in the street suffering from severe stabbing wounds. The investigation revealed that the suspect, who was a roommate of the victims, was still inside the residence. Officers quickly secured the scene and took the suspect into custody without incident.
One of the victims, Terrence Smith Jr., 51, of Laurel, MD, succumbed to his injuries at the scene. The second victim, Aiden Smith, 20, also of Laurel, MD, is currently in stable condition.
The suspect, Kevin Raymond Nicholas Green, 34, of Laurel, MD, has been charged with First-Degree Murder.

Juvenile Arrested in Major Theft from Auto Case
May 28, 2025
Laurel Police Detectives have arrested a 16-year-old male in a multijurisdictional theft from auto investigation. He was taken into custody during an early morning search warrant at his residence in Beltsville, MD. He will face charges of motor vehicle theft and multiple thefts from automobiles.
This individual is linked to over 100 thefts from vehicles that occurred on May 4, 2025, in the city Laurel and surrounding areas. The suspect was found with the keys to the stolen vehicle used in these crimes, as well as keys to 25 other vehicles and several stolen items. Investigators will be working to identify the owners of the stolen property and reunite them with their belongings.
This investigation is ongoing, and the Laurel Police Department and our law enforcement partners are fully committed to identifying every individual involved and ensuring they are held accountable.
We commend the Laurel Police Department’s Community Action Team and Criminal Investigations Detectives for their outstanding efforts. Their investigative work and commitment to public safety have played a critical role in protecting our community. The Laurel Police Department Arrest Suspect in Homicide Case
The Laurel Police Department arrested and charged Noe Manrique Garcia-Umanzor, 19 years old, of Temple Hills, Maryland, in connection with the recent homicide of 31-year-old Ovidio Arnoldo Zecena-Mateo, of Laurel, Maryland. He has been charged with charged with first degree murder and other related criminal charges.
Detectives from the Laurel Police Criminal Investigations Division identified Garcia- Umanzor as a suspect in the shooting death of Ovidio Zecena-Mateo that took place on April 1, 2025.

Yesterday's Suspicious Death Investigation in the 1000 Block of Marton Street has been ruled a HOMICIDE.
An adult male was found deceased behind a residence; investigation revealed that the victim had been shot and killed. Investigators believe that the murder occurred at approximately 1:30 a.m. on April 1. The victim's identity is being withheld at this time while the victim's family is notified.
Neighbors and community members who live in the Laurel Hills neighborhood on or near Marton Street are asked to review their doorbell and home cameras for any suspicious activity or speeding vehicles between 12:30 a.m. and 2:30 a.m. on the morning of April 1, 2025.

Detectives Investigate a Suspicious Death in Laurel

Laurel Police Department Captain Graduates from the FBI National Academy
On Thursday, March 13, 2025, Captain Stephen Ivory graduated from the 293rd session of the FBI National Academy in Quantico, Virginia. Captain Ivory is one of only a few officers in our department to complete this prestigious program. Nationally, fewer than one percent of officers are given the opportunity to attend the program.
Internationally known for its academic excellence, the National Academy offers ten weeks of advanced communication, leadership, and fitness training. Participants must have proven records as professionals within their agencies to attend. On average, these officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.
The 293rd session consisted of 244 law enforcement officers from 48 states, and the District of Columbia. The class also included members of law enforcement agencies from 24 countries, eleven military organizations, and four federal civilian organizations.
Captain Stephen Ivory has been an officer with the Laurel Police Department since 2003. He attended school at the University of Delaware before moving to Maryland and joining the department. During his career, Captain Ivory has served as an officer and supervisor in the Patrol Division, Administrative Services Division, and the Criminal Investigations Division. Captain Ivory was also trained by the FBI as a crisis negotiator and has served on the Laurel Police Department’s Crisis Negotiations Team. Throughout his career, Captain Ivory has been afforded numerous opportunities to receive specialized training in areas such as homicide investigation, interview and interrogation techniques, digital forensics, and investigative case management.
Laurel Police Chief Russ Hamill, said, “Congratulations to Captain Ivory on this accomplishment. It is a professional achievement to be selected and then to complete the FBI National Academy, I appreciate his hard work and dedicated effort, and how well he represented the Laurel Police Department. I wish to extend my appreciation to his family as well for supporting him through this endeavor.”
About the FBI National Academy
FBI Academy instructors, special agents, and other staff with advanced degrees provide the training and many instructors are recognized internationally in their fields. Since 1972, National Academy students have been able to earn undergraduate and graduate credits from the University of Virginia, which accredits many of the courses offered. A total of 55,941 graduates have completed the FBI National Academy since it began in 1935. The National Academy is held at the FBI Training Academy in Quantico, the same facility where the FBI trains its new special agents and intelligence analysts.

Dario Villard, 53 years old, of Laurel, Maryland, is dead after a self-inflicted gunshot wound following a domestic shooting that took place in Laurel.
On Wednesday, August 28, 2024, at approximately 10:11 P.M., officers responded to the 14200 block of Westmeath Drive, Laurel, Maryland, for the report of a shooting. Upon arrival officers located a female victim suffering from multiple gunshot wounds. Officers immediately rendered lifesaving aid until she was transported to a local hospital where she is in critical but stable condition. Investigators began searching for the suspect who fled the home in his vehicle prior to officers’ arrival.
At approximately 7:55 A.M. on Thursday, August 29, 2024, the vehicle connected to this domestic incident was located in Montgomery County, Maryland with the suspect inside suffering from a self-inflicted gunshot wound. The suspect was also involved in a fatal shooting in Montgomery County that took place shortly before he took his own life.

The Laurel Police Department has identified the two victims who have died as a result of this shooting. The victims are 23-year-old Louis B. Rackett, of Washington, D.C., and 21-year-old Quincy P. Green, Jr., of Washington, D.C.

The Laurel Police Department is investigating an early morning multiple shooting that has left two people dead and one injured.
At approximately 1:34 A.M., on March 12, 2024, officers from the Laurel Police Department responded to the 600 block of Lafayette Avenue, Laurel, Maryland, for the report of a confirmed shooting. Upon arrival, officers located two victims suffering from gunshot wounds. Officers immediately rendered aid to the victims however, one victim was pronounced deceased at the scene and the second victim was transported to a local hospital where they succumbed to their injuries as well. A third victim self-transported to an area hospital and is receiving treatment at this time.

The decedent has been identified as 32-year-old, Jonathan Rocha Diaz, of Alexandria, Virginia.

Pedestrian Collision Leads to Fatality
On March 3, 2024, at approximately 3:58 A.M., officers from the Laurel Police Department responded to the 7800 block of Contee Road, Laurel, Maryland, for the report of a pedestrian involved collision. Upon arrival officers observed a male suffering severe injuries as a result of the collision and immediately rendered aid. Emergency Medical Services also responded and transported the victim to a local hospital where he succumbed to his injuries on March 5, 2024. The identity of the victim will be released at a later time pending next of kin notifications.
The Laurel Police Department’s Crash Reconstruction Team responded to the scene and took over the investigation. The driver of the striking vehicle, identified as 32-year-old Terrence A. Savoy, of Laurel, Maryland, remained at the scene and was arrested for driving under the influence of alcohol.
This remains an open investigation and the Laurel Police Department is working with the Prince George’s County States Attorney’s Office to determine what further charges will be filed.
