About the Program

On March 11, 2021, President Joseph R. Biden signed into law the American Rescue Plan Act (ARPA) which established the Coronavirus State and Local Fiscal Recovery Fund. These funds will be used to improve quality of life for Laurel residents, to provide for immediate community recovery needs, and to create a long-term investment for Laurel’s future.  To promote recovery, Washington Suburban Sanitary Commission (WSSC) Water was awarded $300,000 to assist City residents with past-due water and sewer bills that occurred after March 3, 2021.


How to Apply

If you need immediate recovery assistance with overdue payments on your WSSC Water bill and live within the City of Laurel boundaries, you may be eligible for assistance under the City of Laurel ARPA Program. If you are currently enrolled in WSSC Water's Customer Assistance Program (CAP), you already qualify for the ARPA program. WSSC Water will be mailing a letter, followed by a phone call, to residents who are enrolled in CAP and behind on their bill within the upcoming weeks to make them aware of the program.

Customer Assistance Program

The WSSC Water Customer Assistance Program (CAP) provides financial assistance to approved residential customers. If you are enrolled in the Office of Home Energy Program (OHEP), you qualify for CAP. CAP-approved customers receive a credit on water and sewer bills to cover the Ready-to- Serve Charge. These customers will only be charged for their water and sewer usage. Customers can further reduce their bills through conservation. CAP-approved customers may be eligible for a payment plan up to 48 months. Late fees are permanently waived for CAP customers. CAP Customers are elgible to recieve the following: 

  • Credit up to $172/year for fixed fees and Chesapeake Bay Funds exemption.
  • Free property insepction for water leaks.
  • Permanently waived late fees. 
  • Eligibility to receive high bill adjustment removing 100% of excess water and sewer usage for one billing cycle in any three-year period.
