Council President Councilmember, Ward 2

Frederick Smalls was elected to his fifth term on the City Council from Ward 2 on November 1, 2011.  Mr. Smalls served as Council President from March 27, 2006 to October 15, 2008.  Other accomplishments he has achieved include serving as President of the Prince George’s County Municipal Association, as Chairman of the Maryland Municipal League’s Communications Committee, and currently as a member of the Maryland Municipal League's Board of Directors and the City’s Planning Commission.  Mr. Smalls has also served as a member of the Parks and Recreation Citizens Advisory Committee and Board of Appeals.

Additionally, Mr. Smalls serves as a member of the Laurel Regional Hospital Board of Directors and a member of the Prince George's County Democratic Central Committee.  Before being elected to the City Council, Mr. Smalls served as President of the Scotchtown Hills Elementary School PTA and the Belle Ami Condominium Association. Mr. Smalls is employed by the State of Maryland and works in Annapolis.

The City Council is the legislative body of the City of Laurel, and considers and enacts resolutions, regulations, and ordinances for the protection of rights and privileges, peace, good government, and safety and health of all citizens.
