City of Laurel Mayor Craig A. Moe announced today that the City is reinstating its indoor face mask policy for everyone entering a City building or facility. The mandate goes into effect at 8:00 am on Friday, August 6, 2021 and applies to vaccinated and unvaccinated people.
The mandate is based on Centers for Disease Control and Prevention guidance that individuals in areas with “high” or “substantial” transmission of Covid-19 should wear masks in indoor public spaces, even if they are fully vaccinated. Prince George’s County is now in the “substantial” category.
In addition, to the mandatory face mask policy, everyone entering City facilities will be required to sanitize their hands and take their temperature at the entrance.

Executive Order No. 2021-16
Subject: Face Mask Required in Effective Date: August 6, 2021
All City Buildings/Facilities
Pursuant to the powers granted to me by Section 2-176 and Section 2-177 of the Laurel City Code, I, Craig A. Moe, Mayor of the City of Laurel, and due to a recent increase in the COVID-19 metrics at the City, County, and State levels, likely caused by the “Delta Variant” and vaccine hesitancy and after consultation with the City of Laurel Health Officer and in order to protect citizens, employees, elected officials, and vendors, it is necessary and reasonable to implement the following measures to ensure public safety and welfare of all:
1. Face Mask is a barrier device that is designed to prevent people from breathing, coughing, or sneezing on another person. A face mask also includes face coverings, which covers the mouth, nose, and has two or more layers of washable, breathable fabric. The purpose of wearing a mask is to keep respiratory droplets from reaching others to aid with source control.
The following rules apply to Face Masks:
A. All citizens, employees, visitors, elected officials and vendors entering a City building or facility, shall wear a Face Covering regardless of vaccination status and, even where you are able to maintain 6-feet of distance from others. This requirement applies to all persons over the age of two.
B. EXCEPTIONS. A person is not required to wear a Face Mask in an establishment that is operating consistent with all State and County laws/regulations and at least one of the below categories applies to that person:
- due to a bona fide disability or medical condition, it would be unsafe for the person to do so;
- to the extent wearing a Face Mask would impede communication by or with persons who have a hearing impairment or other disability, where the ability to see the mouth is essential for communication;
- if wearing a Face Mask would subject the person to an unsafe working condition, as determined by federal, state, or local occupational safety regulators or workplace safety guidelines;
C. Upon entering the building or facility, each person shall:
1. Sanitize hands
2. Check temperature at meter
These new guidelines will go into effect August 6, 2021 at 8:00 am and shall remain in effect until further notice.

Executive Order No. 2021-15
Subject: Revised Personnel Wellness Effective Date: August 6, 2021
Check-In Guidelines
Pursuant to the powers granted to me by Section 2-176 and Section 2-177 of the Laurel City Code, I, Craig A. Moe, Mayor of the City of Laurel hereby establish the Revised Personnel Wellness Check-In Guidelines for all City of Laurel Elected Officials, City Employees and vendors that will enter a City of Laurel Building/Facility.
The COVID-19 metrics for Prince George’s County and the State of Maryland have increased recently, likey due to the “Delta Variant” and vaccine hesitancy. Therefore, in order to protect the health and safety of all employees, elected officials and vendors, the attached Revised Personnel Wellness Check-In Guidelines shall be followed regardless of vaccination status.
This Executive Order supersedes Exective Order No. 2021-11, COVID-19 Personnel Wellness Check-In Policy. These new guidelines will go into effect August 6, 2021 at 8:00 am and shall remain in effect until further notice.

PERSONNEL WELLNESS CHECK-IN GUIDELINES
FOR CITY OF LAUREL EMPLOYEES, ELECTED OFFICIALS AND VENDORS
FOR ALL CITY BUILDINGS/FACILITIES
(Attachment to Executive Order No. 2021-15- Effective August 6, 2021)
All employees and elected officials entering a City building/facility, regardless of vaccination status, shall complete the following:
- Enter via employee entrance, where temperature meter is located
- Face Mask is required upon entering a City building/facility and in accordance with the current City of Laurel Mandatory Face Mask policy
- Sanitize hands
- Check temperature at meter at least once a day and at each building/facility visited during the day
All vendors working in any City building/facility, regardless of vaccination status, shall complete the following upon entering:
- Face Mask to be worn throughout building/facility
- Sanitize hands
- Check temperature at meter
All deliveries will continue to be made to the outer front lobby at which time they will be sanitized by the receptionist using the UV Lighting room. After that, the deliveries can be provided to the employee or department. This is for the Municipal Center deliveries only.
