  1. Approval of the Minutes for the Regular HDC meeting held on July 18, 2023.
  1. HDC-2023-0144 for 901 Montgomery Street, submitted by Mike Moneymaker, Applicant is seeking approval to remove a large unsafe ash tree and a smaller unhealthy ash tree. In their place the applicant is requesting to install two (2) flagpoles for US flag and a Maryland flag as well as various shrubbery. This item was tabled at last HDC hearing.
  1. HDC-2023-0157 for 714 Main Street, submitted by Alan D. Ernstein and Julie H. Ernstein, Applicant is seeking approval to install a new 4-foot black iron fence along the rear and side of the property to replace the chain link fence that was removed due to damage by vine overgrowth.
  1. HDC-2024-0001 for 102 Washington Blvd, submitted by Cenzia Sheppard Shannon, Applicant is seeking approval to install an aluminum black and white sign, for “Rt.1 Best Vanity Store.”
  1. HDC-2024-0004 for 420 Montgomery Street, submitted by Omari Sefu, Applicant is seeking approval replace existing dark red painted wood paneled front door with a paneled ¾ glass wood door. Door will be oak and stained in a dark natural finish with brass hardware and kickplate. Window portion of door will be frosted for occupant privacy.
  1. HDC-2024-0011 for 114 St. Mary’s Place, submitted by Tara Linn, Applicant is seeking approval to add two (2) columbarium units to existing concrete slabs in cemetery.  
  1. HDC-2024-0012 for 327 Prince George Street, submitted by Matthew Sullivan, Applicant is seeking approval to replace wood porch floor with Aeritas Heritage trex porch flooring and change color from blue grey to battleship grey.
  1. HDC-2024-0018 for 507 Prince George Street, submitted by Gayle Snyder, Applicant is seeking retro-active approval to replace old wood porch floor, boards are splitting to trex grey. Also replacing three (3) porch posts that are rotten. The work has already been completed.
  1. HDC-2024-0023 for 24 C Street, submitted by Ifeoma Onyia, Applicant is seeking approval for new signage with the letter C and the wording: Clyopatra Winery & Vineyard, logo will be placed above the doors.
  1. HDC-2024-0024 for 415 Main Street, submitted by Ruth Brunner, Applicant is seeking approval to replace old shingles with new shingles same color, there is a leak, but applicant did not request emergency repair. Architectural shingles will be used as 3 in 1, almost obsolete.
  1. HDC-2024-0026 for 200 Fifth Street, submitted by Kusuma Prabhakara, Applicant is seeking approval to remove large dead Cottonwood tree. Tree company quote states tree is dead but did not explain the reason therefore a staff approval was not granted. Applicant did not want to hire an arborist because of the cost. It will be recommended for applicant to replant a new tree on property.
  1. A tax credit request for 410 Prince George Street, submitted by Sheila McJilton for HDC Certificate of Approval HDC2023-0031, for the replacement of (8) eight windows. The cost was $6,433.00, proof of payment $7,950.00 and tax credit amount is $643.30.

Staff Approvals

  HDC-2024-0002 for 507 Prince George Street, submitted by Gayle Snyder, the applicant is seeking approval to replace a 4 ft wood picket fence in backyard that was hit by a car with same wood picket fence.

HDC-2024-0005 for 911 Montgomery Street, submitted by Charles Pompei, the applicant is seeking approval to replace bent, leaking, decrepit white 5in gutters with new seamless gutters of the same style (K) and color (white) in the 6in variety. Because of the long spans on the house the current 5in has difficulty containing the rainwater from recent storms.

HDC-2024-0006 for 203 Tenth Street, submitted by Chelsea and Maxwell Van Tassell, the applicant is seeking approval to remove dying Norwegian Maple from property to prevent further property damage.

HDC-2024-0008 for 710 Main Street, submitted by Gary and Patricia Haag, the applicant is seeking approval to replace two (2) trees. Cherry tree is leaning to alley and large part fell off. Oak tree has dead top. Two large branches hit neighbors' fence and lawn furniture.

HDC-2024-0009 for 38 Fourth Street, submitted by Shawn Patrick, the applicant is seeking approval to replace leaking roof and shingles in grey color, 3 tabs style.

HDC-2024-0013 for 1201 Sandy Spring Rd, submitted by Richard Mclaughlin, the applicant is seeking approval to remove dead trees that are currently infested with disease and bug infestation.

HDC-2024-0014 for 320 Laurel Avenue, submitted by Julio Cuellar, the applicant is seeking approval to replace 9 tempered windows in store front with same double paned tempered glass. Windows have grids.

HDC-2024-0016 for 230 Ninth Street, submitted by David Kuecker, the applicant is seeking approval to Replace exterior rotted wood trim around front door with wood, and install new 4-inch downspout of left side of front door.

HDC-2024-0017 for 401-403 Main Street, submitted by Marc Mercurio, the applicant is seeking approval to replace 9 tempered windows in store front with same double paned tempered glass. Windows have grids.

HDC-2024-0025 for 200 Main Street, submitted by 200 Main Street, LLC, the applicant is seeking approval to replace grayish painted pressure treated wood with same painted pressure treated wood.
