  1. Approval of the Minutes for the Regular HDC meeting held on January 17, 2023.

 

  1. HDC-2023-0074 for 1011 Montgomery Street, submitted by Amber Phaire, Applicant is seeking approval to install a prefab garage, driveway with curb cut and 4-foot fencing at northwest corner of lot.

 

  1. HDC-2023-0075 for 414 Prince George Street, submitted by Michael Walls, Applicant is seeking approval to replace the roof on main house only from brown 3 tab to brown Heritage Lifetime architectural style.

 

  1. A tax credit request for 329 Prince George Street, submitted by Michael Walls, for HDC Certificate of Approval HDC2022-0120, for the installation of two pier footers to stabilize existing red brick chimney. The cost was $9,462.00, proof of payment $9,462.00 and tax credit amount is $946.20.

HDC-2023-0071 for 31 Fourth St, submitted by Sean Underwood, the applicant is seeking approval to replace roof and wood siding damage caused by water leak with gray (3) three tab and pacific blue vinyl.

            Mr. Love called the meeting to order at 6:00 p.m. He announced two (2) members are leaving the Historic District Commission. Mr. Love thanked Ms. Karen Lubieniecki and Mr. Robert Kluckhuhn for their long-time service to the Historic District Commission and noted their dedication to the city will not be forgotten.

 

Mr. Kluckhuhn thanked the mayor for appointing him to the Commission many years ago with continued confidence and also thanked the past Councils for their continued support. Additionally, he thanked staff for all their hard work, as well as the other Commission members and the citizens of Laurel for wanting to improve the values of their homes. He then wished the Commission good luck in the future.

 

Mr. Love stated there are now two (2) new members to the Commission; and welcomed Ms. Mary Eileen Leszcz and Ms. Gayle Snyder.

 

Mr. Love asked for a roll call. Four (4) Commissioners answered present, constituting a quorum.

 

 

 

Ms. Frazier made a motion to elect Ms. McCeney as Chair to the Historic District Commission. Ms. Leszcz seconded the motion and roll call continued with all members present voting “Yes”.

 

Ms. Leszcz made a motion to elect Ms. Snyder as Vice-chair to the Historic District Commission. Ms. Frazier seconded the motion and roll call continued with all members present voting “Yes”.

 

Vice-chair McCeney read the Opening Statement.

 

Vice-chair McCeney asked if the Minutes from the Regular HDC meeting held on January 17, 2023, could be put on hold since there are not enough members present to vote on them. It was agreed to move this item to the next agenda.

 

HDC-2023-0074 for 1011 Montgomery Street, submitted by Amber Phaire, Applicant is seeking approval to install a prefab garage, driveway with curb cut and 4-foot fencing at northwest corner of lot.

The applicant was present. There was discussion among Commission and applicant regarding the location of the fence, which will be along Eleventh Street and go up to the corner of the garage intended for dog space. The applicant stated this project will be done in stages. The Commission asked why the fence isn’t being closed off. The applicant said she wanted to make sure she could get approval first.  It was agreed by the Commission and applicant to add that request to her approval so she won’t have to come back.

On a motion by Ms. Frazier seconded by Ms. Snyder, the application was approved on (4) four affirmative votes, with the addition of the closing of the fence to be included in the approval,

On a motion by Ms. Leszcz, seconded by Ms. Fraizer, the application was approved on (4) four affirmative votes.
