On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, the minutes of the Fifteenth Meeting on Monday, July 11, 2022, were approved on a unanimous roll call vote.
Mayor and City Council Reports — Mayor and Councilmembers reported on the various activities, boards and commission meetings attended.
Councilmember Keith Sydnor mentor Freestate Program Mayoral reappointment of Fred Smalls to the City of Laurel Board of Appeals, submitted in a memorandum dated September 22, 2022. On motion by Councilmember Sydnor, seconded by Councilmember Mitchell, the mayoral reappointment of Fred Smalls to the City of Laurel Board of Appeals was approved.
President Smith opened the General Public Hearing at 6: 31 p. m. Ellen Lyons, 7901 Laurel Lake Court, # 311, Laurel, spoke about rent increase. Kia Jefferson, 385 Main Street, Laurel, spoke about recent rent increase. Rose Thongs 332 11th Street, # 1, Laurel, spoke about recent rent increase. Joan Calderon, 332 11th Street, # 10, Laurel, spoke about recent rent increase. Ana Rodriguez, 13149 Larchdale # 10, Laurel, spoke about recent rent increase. President Smith closed the General Public Hearing at 6: 46 p. m.
Melissa Klinger, Human Resources Officer, presented the bid recommendation for Employee Benefit Insurance, as outlined in a memorandum dated September 20, 2022, discussed at a special work session before this regular meeting. It is recommended that the Mayor and City Council award Cigna with the health, dental and vision insurance for a period of November 1, 2022, to October 31, 2023, at an increase rate of 7% for the first year and 5% for the next two renewals. On motion by Councilmember Sydnor, seconded by Councilmember Mitchell, the Employee Benefit Insurance was approved, to Cigna with the health, dental and vision insurance for a period of November 1, 2022, to October 31, 2023, at an increase rate of 7% for the first year and 5% for the next two renewals, on a unanimous roll call vote. President Smith read the title of Ordinance No. 1999, Text Amendment No. 262, an ordinance of the Mayor and City Council of Laurel, Maryland to amend the Unified Land Development Code, Chapter 20 " Land Development and Subdivision Regulations," to Update the Use Tables in Residential, Commercial, Industrial, and Office Zones, to Update the Schedule of Parking Requirements, and to Update the Definitions therein, into the record for the second reading. Robert Love, Director of Economic and Community Development, before you is Text Amendment No. 262 ( Ordinance No 1999) as required by the City of Laurel Code providing legislation to amend the City' s Unified Land Development Code. Text Amendment Application No. 262- Ordinance No. 1999 was filed on August 18, 2022, by city staff to the Mayor and City Council of Laurel TO AMEND THE LAUREL UNIFIED LAND DEVELOPMENT CODE; CHAPTER 20 LAND DEVELOPMENT AND SUBDIVISION, ARTICLE I ZONING, amending Chapter 20, Division 1, 5, 6, 7 all which include the following sections that have been updated: Section 20- 1. 7 Section 20- 6. 13 Section 20- 7. 8. Section 20- 8. 3 Section 20- 9. 5 Section 20- 16. 5 Section 20- 17. 2 The proposed ordinance was sent to the Maryland Department of Planning. The file contains a certificate of publication verifying that this application and public hearing was advertised as required by law in the September 8th, September 15th, and September 22nd editions of the Prince George' s Post. A memorandum from the City of Laurel Planning Commission to the Mayor and City Council, dated September 14, 2022, recommended approval of Text Amendment No. 262 as presented in the Technical Staff Report. President Smith opened the public hearing at 6: 50 p. m. On motion by Councilmember Sydnor, seconded by Councilmember DeWalt, ORDINANCE NO. 1999, TEXT AMENDMENT NO. 262, AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND THE UNIFIED LAND DEVELOPMENT CODE, CHAPTER 20 " LAND DEVELOPMENT AND SUBDIVISION REGULATIONS," TO UPDATE THE USE TABLES IN RESIDENTIAL, COMMERCIAL, INDUSTRIAL, AND OFFICE ZONES, TO UPDATE THE SCHEDULE OF PARKING REQUIREMENTS, AND TO UPDATE THE DEFINITIONS THEREIN, was approved on a unanimous roll call vote. Mayor Moe concurred with this action.
President Smith read the title of Ordinance No. 2000, an ordinance of the Mayor and City Council of Laurel, Maryland to amend Chapter 6 — Elections, Article II Election Officials, to increase the membership of the Board of Election Supervisors to five ( 5) members and providing an effective date, into the record for the second reading. Ms. Rau said the City of Laurel Board of Election Supervisors recommended the Mayor and City Council support the charter amendment to increase the Board to five members. President Smith opened the public hearing at 6: 52 p. m. On motion by Councilmember DeWalt, seconded by Councilmember Sydnor, ORDINANCE NO. 2000, AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND CHAPTER 6 — ELECTIONS, ARTICLE II ELECTION OFFICIALS, TO INCREASE THE MEMBERSHIP OF THE BOARD OF ELECTION SUPERVISORS TO FIVE ( 5) MEMBERS AND PROVIDING AN EFFECTIVE DATE, was approved on a roll call vote with Councilmember Mitchell ABSTAINING. Mayor Moe concurred with this action.
President Smith read the title of Ordinance No. 2001, an ordinance to amend the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2021, through June 30, 2022, and to provide an effective date, into the record for the second reading. Michele Saylor, Director of Budget and Personnel Services, 2001, said his is the sixth and final amendment to the FY2022 Operating Budget with a decrease of 7, 165, 431. 00. The largest share is because the city received $ 12. 6 Million in ARPA funds that haven' t all been spent. The city has a few more years to spend so the funding will be moved from this budget and included in FY2023 budget President Smith opened the public hearing at 6: 56 p. m. On motion by Councilmember Sydnor, seconded by Councilmember Mitchell, ORDINANCE NO. 2001, AN ORDINANCE TO AMEND THE GENERAL OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND, FOR THE FISCAL YEAR JULY 1, 2021, THROUGH JUNE 30, 2022, AND TO PROVIDE AN EFFECTIVE DATE, was approved on a unanimous roll call vote. Mayor Moe concurred with this action.
There being no further business to come before the Mayor and City Council the meeting was adjourned at 6: 57 p. m.
