- HDC-2023-0029 for 617 Montgomery Street, submitted by Giovany Gomez/Gios Properties Inc., Applicant is seeking approval to replace wood doors to metal door (white) with 3 over 3 windows and replace white 2 over 2 wood windows to white vinyl with 2 over 2 grid inserts. This item was tabled at the last hearing in October.
- HDC-2023-0042 for 211 Eleventh Street, submitted by Lesa Jenkins, Applicant is seeking approval to replace side fence that was burned from neighbor’s fire, new fence will be white vinyl 6 ft x 8ft per panel, 8-9 panels are needed.
- HDC-2023-0043 for 513 Montgomery Street, submitted by Gregory Dean, Applicant is seeking approval to install new black shutters to front windows, replace roof shingles from gray 3 tab to gray architectural style and paint current front red door to black.
- HDC-2023-0031 for 410 Prince George Street, submitted by Sheila McJilton, Applicant is seeking approval to install new windows on house, will be changing from wood and aluminum to vinyl, only eight (8) windows seen from the street, 9 over 1 grids will remain exactly the same.
Staff Approvals:
HDC-2023-0045 for 1102 Montgomery Street, submitted by Richard Petersen, the applicant is seeking approval to repair front exterior wall and paint with textured matching color of current sign. Re-stain cross with current stain or replace and stain depending on material condition. All in-kind work.

Chairman Kluckhuhn called the meeting to order at 6:00 p.m. and read the Opening Statement.
Chairman Kluckhuhn asked for a roll call. Six (6) Commissioners answered present, constituting a quorum.
Chairman Kluckhuhn asked if there were any corrections to the Minutes from the Regular HDC meeting held on October 11, 2022. There were none.
On a motion by Ms. McCeney seconded by Ms. Frazier, the minutes were approved on (6) six affirmative votes.
HDC-2023-0029 for 617 Montgomery Street, submitted by Giovany Gomez/Gios Properties Inc., Applicant is seeking approval to replace wood doors to metal door (white) with 3 over 3 windows and replace white 2 over 2 wood windows to white vinyl with 2 over 2 grid inserts. These items were tabled at the last hearing in October.
The applicant was on the call. The Commission discussed with the applicant the process for finding the window grids. The applicant explained it was difficult because most standard windows do not come with grids so he had to do them custom. The Commission expressed concern for the front door style and requested the applicant do two (2) solid wood doors that is closer to the original. The applicant agreed to do so.
On a motion by Ms. McCeney, seconded by Mr. Sweitzer, the application was approved on (6) six affirmative votes with the amendment of the front door be custom (2) two solid French doors to match the original and with the (2) two over (2) grids in the windows that were replaced.
HDC-2023-0042 for 211 Eleventh Street, submitted by Lesa Jenkins, Applicant is seeking approval to replace side fence that was burned from neighbor’s fire, new fence will be white vinyl 6 ft x 8ft per panel, eight (8)- nine (9) panels are needed.
The applicant was present. The Commission, staff and the applicant discussed the new fencing being put up next to the neighbor’s fence, which appears to be in poor condition. The Commission stated that is not allowed, for the main reason being not being able to maintain the other side of the fence or the gap in between the (2) two fences. The applicant stated the other fence is on the neighbor’s property who refuses to remove it even though it is damaged however code enforcement had requested they fix the broken boards which they have done. The Commission and staff agreed that is more of a civil matter, regarding the neighbor’s fence. The Commission requested the applicant come back with a new plan next month.
On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the application was TABLED on (5) five affirmative votes, with Chairman Kluckhuhn voting “No”.
HDC-2023-0043 for 513 Montgomery Street, submitted by Gregory Dean, Applicant is seeking approval to install new black shutters to front windows, replace roof shingles from gray 3 tab to gray architectural style and paint current front red door to black.
The applicant was on the call. The Commission and the applicant talked about the shutters, which is only requested because it gives the house more character per the applicant. There is no evidence of this house ever having shutters before. They also discussed the size of the shutters which was noted in the packet. The Commission didn’t think the shutters were necessary whoever are willing to approve the request.
On a motion by Councilmember Kole, seconded by Mr. Sweitzer, the application was approved on (6) six affirmative votes.
HDC-2023-0031 for 410 Prince George Street, submitted by Sheila McJilton, Applicant is seeking approval to install new windows on house, will be changing from wood and aluminum to vinyl, only eight (8) windows seen from the street, 9 over 1 grids will remain exactly the same.
The applicant was present. The Commission commended the applicant for keeping the same aesthetics of the original windows on the house. There was no further discussion.
On a motion by Ms. McCeney, seconded by Ms. Frazier, the application was approved on (6) six affirmative votes.
Staff Approvals:
There were comments from the Commission and staff regarding the staff approval for 513 Montgomery Street for the in-kind painting. Staff stated depending on the timing of the approval, it may not have made it on this particular agenda.
Other Business:
Additional conversation among the Commission and staff regarding the signage at 355 Main Street. The signs were reported on the mylaurelapp. They are glued to the front windows, which does not seem to be temporary. Staff stated they will look into it. Furthermore, there was discussion about lighting on store windows as well. Staff will look into it
