- HDC-2023-0029 for 617 Montgomery Street, submitted by Giovany Gomez/Gios Properties Inc., Applicant is seeking approval to replace green 3-tab shingles to gray architectural shingles, replace wood doors to metal door with oval window and replace white 2 over 2 wood windows to white vinyl no grids. Also request to change green wood shutters to black vinyl.
- HDC-2023-0028 for 595 Main Street, submitted by Cameron Manesh, Applicant is seeking approval to install (2) two freestanding Patuxent Place signs at 535 Main St & by Red Hot & Blue, add wood fence enclosures to a/c units at entrance of Patuxent Place and add Ship Laurel business sign and window sign to unit #233.
- HDC-2023-0034 for 321 Montgomery Street, submitted by Sean McNeely, Applicant is seeking approval to install new windows from wood to vinyl, grids 2 over 2 to no grids, decorative trim capping covering all exposed wood trim to siding in white, install new shutters in a grey blue color and replace from door from wood to steel 6 lite and paint door in crabby apple (maroon).
Staff Approvals:
HDC-2023-0017 for 617 Montgomery Street, submitted by Gios Properties Inc., the applicant is seeking approval to replaced rotted wood siding and with wood and repaint in kind color white, also replace gutters with white 5’’ aluminum material.
HDC-2023-0032 for 110 Fourth Street submitted by Dave Mungul/F&F Construction, the applicant is seeking approval to replace 3-tab gray roof shingles with in-kind 3-tab gray shingles. Also requesting approval to replace k style 5’’ aluminum gutters and downspouts in white.
HDC-2023-0038 for 420 Prince George Street, submitted by Robert Scaggs, the applicant is seeking approval to replace windows with same color (white) style (no grids) and material (vinyl). The work was started without approval and stop work order was issued by code enforcement.
HDC-2023-0040 for 513 Montgomery Street, submitted by Gregory & Michele Dean, the applicant is seeking approval to repaint house trim in ultra-pure white (in-kind), front porch railing in black (in-kind) and repaint house a few shades darker than existing but very similar to pre-approved HDC color Butler Green. The new color is called Dark Storm Cloud.
HDC-2023-0041 for 321 Montgomery Street, submitted by Sean McNeely, Applicant is seeking approval to rebuild front porch and railings/posts with wood and paint white like existing. The current porch is falling apart and has missing railings.

Chairman Kluckhuhn called the meeting to order at 6:00 p.m. and read the Opening Statement.
Chairman Kluckhuhn asked for a roll call. Five (5) Commissioners answered present, constituting a quorum.
Chairman Kluckhuhn asked if there were any corrections to the Minutes from the Regular HDC meeting held on September 20, 2022. There were none.
On a motion by Ms. McCeney seconded by Ms. Lubieniecki, the minutes were approved on (4) four affirmative votes with Councilmember Kole abstaining.

The applicant did not make himself present on the call.
The Commission was very concerned with this application since the work was already completed and would not have been approved if presented beforehand. The Commission was confused why staff recommended approval. Staff stated they work off the City Ordinance for guidance on the Staff Reports. The Commission also noted staff was made aware work was going to be done before it started. Staff stated a stop work order was issued for this property. The Commission discussed approving the new roof shingle, replacement black vinyl shutters and tabling the windows and front door request. The Commission commented they would like to see a more historic style with these items such as grid inserts on the windows with 2 over 2 style and a new style front door that is closer to what was there, which may need to be custom ordered because it was not a standard door, it was probably original to the house. Lastly, the Commission noted this was at one time one of the most beautiful houses in the Historic District.
On a motion by Ms. McCeney, seconded by Mr. Lubieniecki, the application was approved on (5) five affirmative votes with the amendment of approval being for the roof and shutters only. The request for the windows and front door is TABLED for different styles/material closer to the originals.

On a motion by McCeney, seconded by Ms. Frazier, the application was approved on (5) five affirmative votes.

The applicant was on the call. The Commission announced they strongly encourage the applicant to repair the current front door and to use 2 over 2 grid inserts to the new windows. The applicant stated it will cost more to repair the door and get grids for the windows however he agreed to do so. The Commission reminded the applicant he can apply for a tax credit once the work is complete. The Commission stated the current door is very unique and should remain on the house if possible. The applicant stated it is currently still on the house but is very damaged and inoperable. The Commission requested the applicant to restore the door, if at all possible, instead of replacing it. He could still repaint the door as he is requesting a new color crabby apple maroon. The applicant stated he doesn’t have a problem doing so but will need to find the right contractor to do the work.
On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on (5) five affirmative votes with the amendment the applicant add 2 over 2 grid inserts to the windows and conceal the trim with a composite material in white. The applicant will also need to try to preserve the front door instead of replacing it but the new color of the door that was proposed was approved, therefore if it can be repaired it can be painted the requested new color. This motion also includes the shutters.
On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on (5) five affirmative votes with the amendment adding the applicant retain the current profile of the windows using a composite material the looks like wood.
Staff Approvals:
There was discussion from the Commission about the policy regarding “in-kind” work that is done before approval. Staff stated there is no current enforcement that could make the applicant to come before the Commission for approval if the work was considered in-kind.
Other Business:
Additional conversation among the Commission and staff regarding the mylaurelapp, it was stated by staff they must look under the “Activity” tab in order to see updates for each case.
Additionally, the Commission asked why this meeting was not in person. Staff stated with only (3) three items on the agenda it was determined to be virtual. Staff added that if the Commission feels certain meetings should be in person to reach out to staff once the packets are sent out to discuss further.
