HDC-2023-0118 for 595 Main Street, submitted by Vanessa Oti, the applicant is seeking approval to install (1) one 12’’ x 96’’ cream and burgundy sign for Dog Daycare & Boarding on lower level. This will match the other Patuxent Place signs.
HDC-2023-0015 for 336 Montgomery Street submitted by Randy & Jeanie Anastasi, the applicant is seeking approval to repaint house in pewter tankard color to match shed. Color is close to pre-approved color Rockport gray. Also paint roof in kind color Tinner’s red, porch in kind color white and porch ceiling in kind color Robin’s egg. Paint fence in kind color white and paint exterior doors in kind color Tinner’s red.
HDC-2023-0007 for 352-354 Main Street, submitted by Adebayo Bello, the applicant is seeking approval to repaint exterior of building with same white satin brick paint #MS31. The color is in kind.
HDC-2023-0020 for 26 C Street, submitted by Daniel Eichner/Laurel Legacy LLC, the applicant is seeking approval to remove two (2) hazardous dead Ash tress near the C Street Flats Apartment complex. Also remove the top half of another hazardous vine covered Maple tree as a precaution. Tree experts have assessed and recommend immediate removal.

Chairman Kluckhuhn called the meeting to order at 6:00 p.m. and read the Opening Statement.
Chairman Kluckhuhn asked for a roll call. Six (6) Commissioners answered present, constituting a quorum.
Chairman Kluckhuhn asked if there were any corrections to the Minutes from the Regular HDC meeting held on July 19, 2022. There were none.
On a motion by Ms. Lubieniecki seconded by Ms. McCeney, the minutes were approved on (6) six affirmative votes.
HDC-2023-0002 for 319 Laurel Avenue submitted by Benjamin Lewis, Applicant is seeking approval to replace gray 3-tab shingles to gray architectural shingles and replace gutters with white 6’’ with gutter guards.
The applicant was not present. Staff and the Commission discussed that the gutter guards will not be seen from the public right of way.
HDC-2023-0001 for 110 Seventh Street submitted by Uriel Cruz, the applicant is seeking approval to install a small roof over front door with plywood and shingles. Posts will be wood and painted white. Roof will match house, brown architectural style.
The son of the applicant was present, as he stated he will be the one to build the porch roof. The Commission requested new plans be submitted to show the front elevations and roof pitch/posts as there was concern regarding the angle of the roof and width of the porch, that will need to match. The Commission also requested photos of previous the porch that was on the house if any are on record in the property file.
On a motion by McCeney, seconded by Ms. Lubieniecki, the application was TABLED on (5) five affirmative votes with Mr. Davis voting “No”.
HDC-2023-0004 for 677 Main Street, submitted by Rodney Fernandez, the applicant is seeking approval to paint front doors and door frame from brown to red in color.
The applicant was present. There was no discussion.
On a motion by Ms. McCeney, seconded by Ms. Frazier, the application was approved on (6) six affirmative votes.
HDC-2023-0005 for 403 Prince George Street submitted by Luis Sibaja, the applicant is seeking approval to replace current chain link fence with a six (6) ft. wooden fence in backyard, to be painted white.
The applicant was not present. The Commission requested staff to confirm where exactly the fence will be going as the staff report states only the left side. Staff requested to move this item to the end of the agenda to confirm the details on this request.
HDC- 2023-0011 for 415 Main Street submitted by Cheryl Dudek, the applicant is seeking approval to replace signage on the brick frame and hanging sign on front porch for the Laurel Pregnancy Center with Tan and Gray colors.
The applicant was present. There was no discussion on this item.
On a motion by Ms. McCeney, seconded by Mr. Davis the application was approved on (6) six affirmative votes.
HDC-2023-0009 for 352 Main Street submitted by Adebayo Bello, the applicant is seeking approval to install (3) three awnings on building, (1) one in the front and (2) two on the side. They will all be black metal.
The applicant was present. The applicant stated the open awning will go over the front door and the closed awnings will go on the (2) two side doors, one is hard to see because it is by the generator. The Commission stated even though they prefer fabric awnings there are other metal awnings on Main Street. The Commission requested the applicant come back for signage approval soon. The applicant stated even though the front awning will not protect visitors from the weather it will give a more beautifying look with much better style for the building.
On a motion by Ms. Lubieniecki, seconded by Ms. Frazier the application was approved on (5) five affirmative votes with Mr. Davis abstaining from the vote.
HDC-2023-0019 for 314 Montgomery Street submitted by Molly Block, the applicant is seeking approval to replace roof with water damage, current gray 3-tab shingles will be replaced with dark green architectural shingles.
The applicant was present. The Commission thanked the applicant for waiting for approval before replacing the roof as all too often people go ahead and do the work without HDC review.

Staff stated the fencing will in fact go on both the left and right side of the yard covering approximately 132.66 sq. ft. but not the very back of the yard.
On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on (6) six affirmative votes.

Other Business:
Chairman Kluckhuhn brought up the car crash that occurred at a vacant building located at 201 Main Street; the front porch was damaged. They will need HDC approval for the repairs. Commissioner Lubieniecki requested for the Historic District Commission website be reorganized because it is currently very confusing. Staff informed the Commission the City is getting a new website after the new year so that could be a good time to tackle that project however discussions could be made before then to address the suggestions.
