University of Maryland Capital Region Health provided a Campus Development Update on the Laurel Health & Wellness Destination Campus. Dr. Trudy R. Hall, Vice President Deputy Chief Medical Officer and her team provided the update. A copy of the PowerPoint is attached to and made a permanent part of the minutes.

Citywide Traffic and Parking Study - Century Engineering. Neil Robinson, Project Manager with Century Engineering LLC, A Kleinfelder Company, presented the traffic study and answered questions from the Mayor and City Council. Michele Saylor, Director of Budget and Personnel Services presented Ordinance No. 1997, an ordinance to amend the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2021, through June 30, 2022, and to provide an effective date. Ms. Saylor presented the fifth amendment to the FY2022 Operating Budget and explained the amendments for a total change of$ 261, 098. 00, in the Capital Improvement Program. Councilmembers agreed to introduce and hold the first public hearing on Ordinance No. 1997 at the Mayor and City Council Meeting on Monday, April 11, 2022.

Bid Recommendation - Refuse and Recycling Container Purchase. Michele Blair, Environmental Program Manager presented the recommendation for Purchase Recycling and Refuse Carts, as outlined in a memorandum dated March 23, 2022. As part of the City' s commitment to long- term sustainability, the first step is to transition the current refuse, recycling, composition collections to the one day per week. The One and Done Program will entail a one- time large purchase of both 65- gallon and 35- gallon refuse and recycling carts. The One and Done initiative is supported by The Recycling Partnership via a reimbursable grant of up to $ 112, 000 and the current CIP Environmental Programs Project. The cost of the project is $ 951, 140 and is outlined in the memorandum. The vendor is Rehrig Pacific Company. Rehrig will remove, dispose, and recycle the old carts and will credit the city $. 25 per lb. Funding for the project is provided in the adopted FY2022 CIP Environmental Program. It was recommended the Mayor and City Council approve the purchase of ese cars, including the service to exchange the current carts and the tracking software from Rehrig Pacific Company for $ 951, 140. Council agreed to award at the Mayor and City Council Meeting on Monday, April 11, 2022.

 Bid Recommendation - Generator Purchase - Gude Mansion. Chrissy Cornwell, Emergency Manager, presented the recommendation for the Office of Emergency Management to purchase a 45kw propane generator for the Gude Mansion. The Department of Parks and Recreation has moved administrative operations to the Gude Mansion. A power outage at the mansion would eliminate services at this property and include any big events scheduled. Funding for this project is included in the FY2022 Capital Improvement Program. It was recommended that the Mayor and City Council approve the purchase of the generator in the amount of $50, 500. 00 to Fern Rodkey Electric, Inc. Council agreed to award the purchase at the Mayor and City Council Meeting on Monday, April 11, 2022.

Joanne Barr, Deputy City Administrator, presented Resolution No. 2- 22, a resolution of the Mayor and City Council of Laurel to create the City of Laurel Arts Council ( LAC) Fund. Council agreed to introduce and hold the first public hearing on Resolution No. 2- 22 at the Mayor and City Council Meeting on Monday, April 11, 2022.

James Kole, Councilmember, presented Resolution No. 3- 22, resolution of the mayor and city council of laurel, Maryland to establish the city of laurel pride day celebration planning committee. Councilmembers agreed to introduce and hold the first public hearing on Resolution No. 3- 22 at the Mayor and City Council Meeting on Monday, April 11, 20- 22.

Robert Love, Director of Economic and Community Development presented Ordinance No. 1996, an ordinance of the Mayor and City Council of Laurel, Maryland to approve Map Amendment No. 925 to construct an additional 61 dwelling units at the properties known as Patuxent Greens located at 14415 Green View Drive, Laurel, Maryland 20708 submitted by CS Patuxent Greens, LLC. and providing an effective date. Map Amendment No. 880 was approved to construct up to 450 dwelling units; on October 23, 2018, the Final Site and Landscape Plan was approved to construct a total of 389 swellings units. The applicant is requesting to construct an additional dwelling unit to bring the total to 450 dwelling units for the entire project. Council agreed to introduce and hold the first public hearing on this legislation at the Mayor and City Council Meeting on Monday, April 11, 2022.

After discussion on the two charter resolutions listed below President Smith tabled these two items until further notice.  Charter Resolution of the Mayor and City Council of Laurel, Maryland to amend Article 300 of the Charter of the City of Laurel entitled " Government" by amending Section 311, Salary of councilmembers" to provide the method of calculation for, and the timing of any salary adjustments for city councilmembers. Charter Resolution of the Mayor and City Council of Laurel, Maryland to amend Article 300 of the Charter of the City of Laurel entitled " Government" by amending Section 351, Salary of the mayor" to provide the manner of calculation for, and the timing of any salary adjustments for the mayor.

There being no further business to come before the Mayor and City Council the meeting was adjourned at 8: 24 p. m.
