Introduction and first public hearing on Resolution No. 12-21, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO RESCIND RESOLUTION NO. 8-20 AND AUTHORIZE THE MAYOR TO CONTRACT INDEPENDENT COUNSEL TO WORK WITH CITY STAFF TO NEGOTIATE A VERIZON CABLE TELEVISION FRANCHISE AGREEMENT AND PROVIDING AN EFFECTIVE DATE.

On motion by Councilmember Sydnor, seconded by Councilmember Leszcz, the Minutes were approved on a unanimous roll call vote, with Councilmember Sydnor ABSTAINING from voting on the minutes from November 4, 2021.

Report of the Mayor and City Council.

Councilmember DeWalt said the number one complaint in the city is speeding. Prince George's County Council recently joined the Montgomery County Council passing legislation to allow speed cameras highways within a school zone. He is hopeful the city will pass this legislation to help stop drivers using the city as a thorough fare.

Councilmember Smith Saturday partnered with Fresh Greens on a Thanksgiving turkey giveaway for senior citizens in the community.

Councilmember Sydnor great two years working with Councilmember Valerie Nicholas and Michael Leszcz. On November 5, 2021, he attended the ribbon cutting for the renovation as Fidos for Freedom. He was impressed with the organization, a learned the dogs are trained

 

 

 

for a period in the Cumberland Prison. He had the pleasure of working with several local organizations distributing turkeys for citizens in need for Thanksgiving.

Councilmember Valerie Nicholas first thanked God and the citizens of Laurel for the opportunity to serve for five straight terms on the city council. She is also very proud of being selected as the first African American Woman to serve as Council President. She runs a non­profit here in the city and serves the homeless community.

Mayor Moe extended his condolences to the family of former mayor Dani Duniho on her passing. He thanked Councilmembers Valerie Nicholas and Mike Leszcz for their service to the citizens of Laurel.

On motion by Councilmember Sydnor seconded by Councilmember Smith, the mayoral appointments were confirmed on a unanimous roll call vote.

The General Public Hearing was opened at 6:23 p.m. and closed with no one present who wished to speak.

President Nicholas read the title of Resolution No. 12-21, a resolution of the Mayor and City Council of Laurel, Maryland to rescind Resolution No. 8-20 and authorize the mayor to contract independent counsel to work with City staff to negotiate a Verizon Cable Television Franchise Agreement and providing an effective date, into the record for the first reading. The public hearing was opened at 6:25 p.m. and closed with no one present who wished to speak.

On motion by Councilmember Leszcz, seconded by Councilmember Smith, the Council Rules were suspended.

On motion by Councilmember Leszcz, seconded by Councilmember DeWalt, RESOLUTION NO. 12-21, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO RESCIND RESOLUTION NO. 8-20 AND AUTHORIZE THE MAYOR TO CONTRACT INDEPENDENT COUNSEL TO WORK WITH CITY STAFF TO NEGOTIATE A VERIZON CABLE TELEVISION FRANCHISE AGREEMENT AND PROVIDING AN EFFECTIVE DATE, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.

At this time, Council President Nicholas, Councilmember Michael Leszcz and City Administrator LouAnn Crook were recognized for their years of service to the City of Laurel.
