TUESDAY SEPTEMBER 14, 2021 – 6:00 P.M.


The meeting convened on a virtual platform through Zoom at 6:00 P.M., with Chairwoman Mitzi R. Betman presiding.  The roll was called with Mr. John Kish, Vice-Chairman, the Honorable Rick Wilson, Mr. Wellford and Ms. Bonheur. Also present were Mr. Robert Love, Director, Ms. Andrea Brown, Deputy Director, Mr. Monta Burrough, Planner II and Ms. Brooke Quillen, Secretary to the Commission. Mr. Darnell Butler from the Communications Department was also present. There were approximately five (5) members of the public in attendance.


Mr. Love introduced to the Planning Commission, Ms. Andrea Brown, the new Deputy Director for the Department of Economic and Community Development.


The minutes from the July 13, 2021 meeting were approved as written, on motion by Mr. Wilson seconded by Mr. Kish, and carried on a roll call vote of all members present.


            Next, was Special Exception Application No. 916, 14707 Baltimore Avenue Laurel, Maryland 20707 filed by Red Crab House, 14707 Baltimore Avenue Laurel, Maryland 20707.  Mr. Burrough stated the applicant is seeking Special Exception approval to add Live Entertainment and Dancing to the existing restaurant.  The Red Crab House is in Tower Plaza Shopping Center.  Tower Plaza Shopping Center is a retail shopping center that currently includes (237) parking spaces with a 47,512 square feet commercial building structure divided into eleven (11) storefronts on site.


Ms. Linda Carter, Carter Law, 11720 Beltsville Drive Suite 100 Beltsville, Maryland  20705, on behalf of the applicant, stated they agree will all the conditions listed in the staff report.


Chairwoman Betman opened the public hearing at approximately 6:07 p.m.


Chairwoman Betman noted for the record there were zero (0) members of the public signed up to speak on this item.


Chairwoman Batman closed the public hearing at approximately 6:08 p.m.


The Commission, on motion by Mr. Wellford, seconded by Mr. Kish, and carried on a roll call vote of all members present, voted to RECOMMEND APPROVAL of Special Exception Application No. 916 to the Board of Appeals.
