Minutes from April 14, 2021

Chairman Carmen called the meeting to order at 7:02 p.m., with the following members virtually present:

On motion by Mr. Dzwonchyk, seconded by Mr. Gilmore, the minutes of the March 10, 2021, were approved on a unanimous roll call vote of all the members present.

At this time, the floor was open for nominations and election of the Chair for the Emergency Services Commission. On motion by Mr. Gilmore, seconded by Mr. Davis, the confirmation of Mr. Fred Carmen as Chair of the Commission was approved on a unanimous roll call vote of all the members present.

Secondly, the floor was open for nominations and election of the Vice-Chair for the Emergency Services Commission. On motion by Mr. Carmen, seconded by Mr. Gilmore, the confirmation of Mr. Patrick Davis as the Vice-Chair of the Commission was approved on a unanimous roll call vote of all the members present.

Staff Reports:

Christina L. Cornwell, Emergency Services

  • Steadily moving along with the Community Rating System – National Insurance program system which provides information for flooding insurance. Benefits for the community include possible discounts to their flood insurance. The City will be evaluated on June 3rd. A lot of activities go into making the evaluation possible. Some of which include updating public outreach, developing plans and reviewing elevation certificates. An annual certification will be required.
  • A recommendation was made by Ms. Cornwell to have Mr. Darrell Small, a former Booz, Allen, Hamilton consultant who was active throughout the  communities in the area informing them of the Community Resiliency program and the Feasability study and assessment to update the Commission on any updates of significant change to the resiliency program.

 

Stephen E. Allen, Fire Marshal and Permit Services

  • The department is currently working with three new developments which include Patuxent Greens, Laurel Overlook and Westside. All of which are building new townhomes and single family homes. This has drastically increased the number of permits the department is issuing.
  • Also currently working on the development/implementation of the Self-Certification Rental Housing license program. The program will be the first in the State of Maryland. The City has approximately 7,059 rental units which require inspection at least once every 2 years of which the City has only one housing inspector. This program would allow multi-unit complexes to submit an application which would then be evaluated and approved by the department. At which point, the multi-unit would then be allowed to do their own inspection after they sign an affidavit. Every 2 years a housing inspector would still be required to randomly select a complex to make sure they are adhering by the self-certification check list. Anticipated completion to get program up and running is July 1, 2021.
  • All invoices, late fee notices, renotices are being converted to an electronic format
  • A resolution was passed and adopted by the Mayor and City Council which gives the department more authority over the illegal placement of signs throughout the City to include right-of-ways and interstates. A tracking system is being used to keep track of these illegal sign placements.

 

Chief Jim Codespote, Laurel Volunteer Fire Department (LVFD)

  • Still under COVID restrictions as far as having meetings or visitors in the fire house
  • PPE is not an issue at the moment

 

Chief Mark Arsenault, Laurel Volunteer Rescue Squad (LVRS)

  • Still under COVID restrictions as well
  • Anticipating the meeting with Darryl Small to reenergize the resiliency program
  • The Laurel Knights of Columbus presented Sergeant Kali Ducre with the Firefighter/EMT of the Year Award and was also recognized as the State winner of this award.  

 

Chief Russell Hamill, Laurel Police Department (LPD)

  • The current main concerns in the police department are traffic, speed and reckless driving. Efforts are underway to curve this behavior and provide pedestrian and traffic safety throughout.
  • The department worked on the murder case of an attorney on Main Street. An outstanding job was done by the departments detectives, evidence folks and patrol officers that responded to the scene. This great work has led to the arrest of 5 individuals. This was a home invasion robbery gone totally wrong. Assistance was also provided by the Prince George’s County Police Department.
  • A reminder as we continue to see an increase of incidents involving breaking into motor vehicules. Please secure valuables, lock cars and report any suspicious behavior. In doing so, also think about the surrounding areas like driveways, turn on porch lights especially car port areas. The department has increased the amount of foot patrol to minimize this type of criminal activity
  • Received a number of complaints regarding the 4th Street area parking garage to the rear of the Laurel Towne Centre. The department is aware of the concerns and asks the community to please call when they see disturbing activity so that they can respond in an appropriate matter.

 

There was no one present from the following departments to make a report: Department of Public Works, Department of Parks and Recreation, Risk Management Office, IT Department.

 

Chairman Carmen opened and closed the General Public hearing at 7:57 p.m. with no one wishing to speak.
