A. Second public hearing with possible action on Resolution No. 1-21 a resolution of the Mayor and City Council of Laurel, Maryland to approve a license agreement with New Cingular Wireless, LLC., for placement of small wireless facilities on structures owned by the City of Laurel.

On motion by Councilmember Sydnor, seconded by Councilmember Leszcz, the Minutes of Thirtieth Meeting of the Mayor and City Council, Monday, April 26, 2021 — Regular, the Twenty-Ninth Meeting of the Mayor and City Council, Monday, April 12, 2021 — Regular, and the Budget Work Session Minutes, Monday, April 12, 2021, 5:00 p.m. — Special, were approved on a unanimous roll call vote.

3. Presentation

A. Check Presentation by Congressman Anthony Brown to the City of Laurel from the American Rescue Plan.

Congressman Anthony Brown, Fourth District, thanked the Mayor and City Council for the efforts to serve their shared constituents, especially in such a committed way during the Pandemic. He is excited to be in Laurel, even though it is virtual. Two months ago, Congress passed the American Rescue Plan with $360 Billion Dollars for states, counties, and municipalities. He then presented a symbolic check for $21,420,000.00 to the City of Laurel.

4. Report of the Mayor and City Council

A. Reporting on various community events, meetings, and announcements.

Councilmember Sydnor attended a virtual gala on May 22, 2021, for the 100 Black Men of Prince George's County, a non-profit, mentoring program, during which they raised $60,000 for scholarship funds. Today he met with Dr. Alana Hackshaw, Ph.D Associate Clinical Professor, School of Public Policy, University of Maryland, College Park to discuss the demographics in the City of Laurel. He looks forward to additional discussions with her on the City of Laurel.

Councilmember DeWalt shared his respect and support for former Mayor Joseph Robison and the efforts of the Laurel History Boys to name the Laurel Municipal Center after Mayor Robison.

Councilmember Leszcz said on May 19, 2021, Patuxent River Commission completed the review and analysis of the draft environmental impact statement for the MAGLEV and their recommendation is to a "no build", which has been forwarded to the State of Maryland.

Councilmember Smith attended the food distribution at Royale House Chapel on Sunday, May 23, 2021. On June 19, 2021, he is hosting a Juneteenth Food Drive at the Laurel Lake with guest speakers of Delegate Joseline Penya-Melnyk and State's Attorney Aisha Braveboy.

Council President Nicholas thanked Audrey Barnes and her staff for the wonderful job on the COVID-19 One Year Later, the City of Laurel Survival Story documentary.

Mayor Moe extended his condolences to Corporal Adam Cheek, Laurel Police Department, on the passing of his grandmother as well as to the family and friends of Patsy Faddis, a member of the City of Laurel Tree Board. Golden Shovel Award was presented to the

homeowners at 311 Carroll Avenue. On May 13 he attended the Wellness Event hosted by the Department of Economic and Community Development for Economic Development Week. On May 14 he participated in the State of Maryland COVID-19 call with municipal leaders. On Saturday, May 15 he assisted with the flag placement on the graves of veterans in Ivy Hill along with the American Legion Post 60. On Thursday, May 21, he attended the Grab and Go Lunch at the Department of Public Works. City offices will be closed on Monday, May 31, 2021, in observance of the Memorial Day Holiday.

5. General Public Hearing

The public is asked to submit written testimony on agenda items to the Laurel City Clerk at [email protected] by 2:00 p.m. on meeting days and to register for the Zoom meeting information. President Nicholas opened the General Public Hearing at 6:29 p.m. and closed it with no one present who wished to speak.

6. Legislation

A. Second public hearing with possible action on Resolution No. 1-21 a resolution of the Mayor and City Council of Laurel, Maryland to approve a license agreement with New Cingular Wireless, LLC., for placement of small wireless facilities on structures owned by the City of Laurel.

President Nicholas read the title of Resolution No. 1-21 a resolution of the Mayor and City Council of Laurel, Maryland to approve a license agreement with New Cingular Wireless, LLC., for placement of small wireless facilities on structures owned by the City of Laurel, into the record for the second reading. The public hearing was opened at 6:30 p.m. and closed with no one present who wished to speak.

On motion by Councilmember Leszcz, seconded by Councilmember Sydnor, RESOLUTION NO. 1-21 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO APPROVE A LICENSE AGREEMENT WITH NEW CINGULAR WIRELESS, LLC., FOR PLACEMENT OF SMALL WIRELESS FACILITIES ON STRUCTURES OWNED BY THE CITY OF LAUREL, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.

7. Adjournment

There being no further business to come before the Mayor and City Council the meeting was adjourned at 6:31 p.m.
