On motion by Councilmember Sydnor, seconded by Councilmember Smith, the Minutes of the Twenty-First Meeting of Monday, December 14, 2020, the Minutes of the Closed Session on Monday, December 14, 2020 and the Twenty-Second Meeting of Monday, December 21, 2020, were approved on a unanimous roll call vote.

 

3. Report of the Mayor and City Council

 

Councilmember Leszcz reported that the Patuxent River Commission met on Wednesday, January 13, 2021. He attended a National League of Cities Transportation Infrastructure Committee Meeting today.

 

Councilmember DeWalt thanked his neighbors Billy and Maryanne Welford for picking up trash during their walks around the neighborhood. He has received another complaint about rats in his neighborhood. Food distributions will start again this Thursday at Laurel Elementary School at 9:00 a.m.

 

Councilmember Keith Sydnor attended the Virtual Martin Luther King, Jr., Day of Service event and congratulated Council President Nicholas and Christine Johnson for a great event. As Phase 1B starts, elected officials are getting the Covid-19 Vaccine. As a proud African American male, he encourages other African American’s to take the vaccine. He had his first shot on January 21 with the second shot scheduled for February 18. He said to get through the pandemic we must follow the science. On January 22, 2021, the Frist Baptist Church distributed the coats that had been collected. He announced the Baltimore Apprentice Readiness Program scheduled for February 10, 2021, at 12:00 p.m. Tommy McLaughlin said the program is open to everyone with a diploma. He encouraged anyone wanting more information to go to the City’s website or to his Facebook page.

 

Councilmember Smith attended the food distribution events along with his colleagues over the weekend at the Islamic Community Center of Laurel and the Royal House Chapel.

 

Council President Nicholas had the pleasure of being a guest speaker at the Dr. Martin Luther King, Jr. Day of Service on Monday, January 18, 2021, 11:00 held virtually. She announced the Lighthouse Church will be distributing food the second and fourth Monday of the month from 2:00 to 4:00 p.m.

 

Mayor Moe attended the Metropolitan Washington Council of Governments Board of  Directors Meeting on January 13; the metropolitan Washington Council of Governments (MWCOG) Transportation Planning Board Virtual Town Hall Series on January 15; the Royal House food distribution “grab and go” on January 16; the food distribution at the Islamic Community Center of Laurel on January 16; the City of Laurel Dr. Martin Luther King, Jr., Day of Service on January 18, 2021 at 11:00 a.m. He thanked Audrey Barnes, Director of Communications, and her staff for another outstanding event.

Robert Love, Acting Director of Economic and Community Development, Text Amendment No. 257, as required by the City of Laurel Code providing legislation to amend the City’s Unified Land Development Code. Text Amendment Application No. 257 was filed on December 14, 2020 by City staff to the Mayor and City Council of Laurel to amend the Unified Land Development Code. Regarding the changes to Section 20-6.16. Schedule of Area, Yard, & Height Regulations Residential Uses, it should be noted that these changes will not affect specialized zoning districts or projects who’s final site and landscape plans have already been approved by the Laurel Planning Commission. On December 16, 2020 the proposed ordinance was sent to the Maryland Department of Planning for comment. MDP had no comment. The file contains a certificate of publication verifying that this application and public hearing was advertised as required by law in the January 7th, 14th and 21st editions of the Prince George's Sentinel. A memorandum from the City of Laurel Planning Commission to the Mayor and City Council, dated January 13, 2021, recommends approval of the Text Amendment as presented in the Technical Staff Report.

President Nicholas opened the public hearing on Ordinance No. 1966, Text Amendment No. 257 at 6:27 p.m. and closed it with no one present who wished to speak.

Second public hearing with possible action on Ordinance No. 1968, an ordinance of the Mayor and City Council of Laurel, Maryland to amend Chapter 2 “Administration”, Article I Entitled “In General”, Section 2-3 Entitled "City and Police Seal", of the Laurel City Code to add “All City Department Logos and Official City Branding Logos” to the section title and require written permission of the Mayor to use the City or Police Seal or all City Department Logos and Official City Branding Logos for non-City related use.

 

President Nicholas read the title of Ordinance No. 1968, an Ordinance Of The Mayor and City Council of Laurel, Maryland To Amend Chapter 2 “Administration”, Article I Entitled “In General”, Section 2-3 Entitled "City And Police Seal", Of The Laurel City Code To Add “All City Department Logos And Official City Branding Logos” To The Section Title And Require Written Permission Of The Mayor To Use The City Or Police Seal Or All City Department Logos And Official City Branding Logos For Non-City Related Use, into the record for the second reading. The public hearing was opened at 6:32 p.m. and closed with no one present who wished to speak.

 

On motion by Councilmember DeWalt, seconded by Councilmember Smith, ORDINANCE NO. 1968, AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND CHAPTER 2 “ADMINISTRATION”, ARTICLE I ENTITLED “IN GENERAL”, SECTION 2-3 ENTITLED "CITY AND POLICE SEAL", OF THE LAUREL CITY CODE TO ADD “ALL CITY DEPARTMENT LOGOS AND OFFICIAL CITY BRANDING LOGOS” TO THE SECTION TITLE AND REQUIRE WRITTEN PERMISSION OF THE MAYOR TO USE THE CITY OR POLICE SEAL OR ALL CITY DEPARTMENT LOGOS AND OFFICIAL CITY BRANDING LOGOS FOR NON-CITY RELATED USE, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.
