A. Ordinance No. 1964, an ordinance amending the City of Laurel Code, Election Laws.

 

B. Charter Resolution No. 172, a resolution amending the Charter of the City of Laurel Election Laws.

 

Kimberley Rau, Clerk, reviewed the revisions to the Election Code and Charter, Agenda Items A. and B. Both pieces of legislation are scheduled for fourth public hearing and possible action at the Mayor and City Council Meeting on Monday, January 11, 2021 at 6:00 p.m.

 

C. City of Laurel COVID -19 Emergency Assistance Relief Program

 

Councilmember Keith Sydnor presented a draft Emergency Assistance Relief Program that would provide short-term rental/mortgage assistance to those eligible households who have lost their income due to the COVID-19 Pandemic. Mayor Moe said the Administration has been discussing a similar program with the assistance of Laurel Advocacy and Referral Services who would manage the program for the City.

 

D. Bid Recommendation - Incode 10 System Upgrade

 

Kevin Frost, Director of Information Technology, presented the Major Finance System Upgrade in a memorandum dated January 6, 2021. Information Technology is upgrading the current finance system from Tyler Incode 9 to Tyler Incode 10 to provide enhanced security and more streamlined process. This is a sole source purchase from Tyler Technologies. The Software Upgrade is $38,900.00. The Document Management System Implementation and Document Conversion are $26,999 for a total cost of $65,899.00. Funding is provided for in the current CIP. Councilmembers agreed to award the project at the Mayor and City Council Meeting on Monday, January 11, 2021, 6:00 p.m.

Christian Pulley, Director of Economic and Community Development, presented the amendments to the Unified Land Development Code, included in Ordinance No. 1966. The amendments update some sections of the Code to reflect modern uses and the appropriate location of those uses. Councilmembers agreed to introduce and hold the first public hearing on Ordinance No. 1966, Text Amendment No. 257 at the Mayor and City Council Meeting on Monday, January 11, 2021, 6:00 p.m.

Mayor Moe presented Ordinance No. 1968. The Mayor and City Council enacted Ordinance No. 1496 in 2006 requiring permission of the Mayor prior to use of the City Seal and the City Police Seal for non-city related use. Since that time, other departments have created customized seals or logos and the City has commissioned branding logos such as “Laurel Smart Move’ and “Laurel is 150”. This legislation includes these seals and logos requiring approval for non-city use. Mayor clarified that Councilmembers could use the City Seal in connection with their council duties without written permission. Councilmembers agreed to introduce and hold the first public hearing at the Mayor and City Council Meeting on Monday, January 11, 2021, 6:00 p.m.
