8. Closed Session

The Mayor and City Council may adjourn to Closed Session. The reason for the Closed Session is to consider the acquisition of real property for a public purpose and matters directly related to the acquisition, and to consult with counsel to obtain legal advice. The authority for this Closed Session is contained in the General Provisions Article Subsection 3-305 (b) (3) and (7).

1. Agenda Items

 

A. Ordinance No. 1964, an ordinance amending the City of Laurel Code, Election Laws. Clerk Kimberley Rau presented the amendments to Ordinance No. 1964. A third public hearing will be held on Monday, December 14, 2020, 6:00 p.m. Election legislation will be held until January 2021 for further action.

 

B. Charter Resolution No. 172, a resolution amending the Charter of the City of Laurel Election Laws. Clerk Kimberley Rau presented the amendments to Charter Resolution No. 172. A third public hearing will be held on Monday, December 14, 2020, 6:00 p.m. The election legislation will be held until January 2021 for further action.

 

C. Charter Resolution No. 173- A Charter Resolution to Amend the Charter of the City of Laurel, Maryland by Amending Article 400, Administration, and Specifically, Amending Section 401, City Administrator; Amending Section 403, Deputy City Administrator; Amending Section 410-Director of Budget and Personnel Services; Amending Section 440, Police Chief; Adding New Section 467, Director of the Department of Communications; and Adding New Section 468, Director of the Department of Information Technology- Chief Information Officer (CIO). Mayor Moe presented Charter Resolution No. 173. Introduction and first public hearing will be held on Monday, December 14, 2020, 6:00 p.m.

 

D. Charter Resolution No. 173, a Charter Resolution to amend the Charter of the City of Laurel, Maryland by Amending Article 400, Administration, and Specifically, Amending Section 401, City Administrator; Amending Section 403, Deputy City Administrator; Amending Section 410-Director of Budget and Personnel Services; Amending Section 440, Police Chief; Adding New Section 467, Director of the Department of Communications; and Adding New Section 468, Director of the Department of Information Technology- Chief Information Officer (CIO).

 

E. Ordinance No. 1965, an Ordinance to Amend the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2020 Through June 30, 2021.  This is the second amendment to the FY2021 Operating Budget. The FY2021 Operating Budget included $250,000 contingency placed in the City Administrator’s budget for budgetary issues expected due to COVID-19. Due to the reduction of Admission and Amusement Tax Revenues this money will be utilized now to offset the reduction. As of the date this ordinance was prepared the City had received $183,712 reimbursement under the CARES Act Funding. Today the City received an additional $216,758, reimbursement. An amendment ordinance will be provided before the meeting on Monday, December 14, 2020. There are another two reimbursement requests expected. Funding is being transferred to the Office of Emergency Management to provide $25,000 to be used as startup money for continued PPE and sanitizing equipment for which the City can received 75% reimbursement.  Council agreed to introduce Ordinance No. 1965 and hold the first public hearing at the Mayor and City Council Meeting on Monday, December 14, 2020, 6:00 p.m.

 

F. Resolution No. 18-20- A Resolution of the Mayor and City Council to Establish the City of Laurel Marcus Colbert Outstanding Citizenship Award

Mayor Moe presented Resolution No. 18-20, an annual award bestowed in the City of Laurel, up to ten (10) recipients each year. Introduction and first public hearing will be held on Monday, December 14, 2020, 6:00 p.m.

 

G. Bid Recommendation- Department of Parks and Recreation- LED Light Conversion for Fairall Foundry Public Works Complex. Joanne Barr, Director of Parks and Recreation presented the bid recommendation for LED Light Conversion for the Fairall Foundry Public Works Complex, as outlined in a memorandum dated November 24, 2020. As part of the City’s sustainability plan, this project completes the conversion of the existing facility lights to energy efficient LED lights are the Fairall Foundry Public Works Complex. The scope of the work includes all labor, materials, equipment and skills necessary for the lighting upgrade. The work must meet the current electrical codes for Prince George’s County and the City of Laurel. The City was awarded a $45,000 grant from the Maryland Smart Energy Communities Program for this project. The remaining matching funds is provided in the current CIP for Energy Efficient Improvements. It was recommended the Mayor and City Council award the project of Eastern sales and Engineering Co., Inc. of Baltimore, Maryland for $54,368.49. Councilmembers agreed to approve the project at the Mayor and City Council Meeting on Monday, December 14, 2020, 6:00 p.m.

There being no further business to come before the Mayor and City Council the meeting was adjourned at 6:52 p.m.
