  2. Approval of the Minutes for the Regular HDC meeting held on December 17, 2019.
  3. HDC 051-2020 for 320 Main Street submitted by J. Robb Cecil, request to install new 5' Montage Majestic black iron fence with gate on rear of property bordering Fetty Alley.
  4. HDC 052-2020 for 209 Wilson Street, submitted by Wotchuin Dzikouk, request to install new 3-tab shingle roof, color change from red/brown to black. The work has already been completed.  
  5. HDC 054-2020 for 333 Laurel Avenue, submitted by Jim Munno request to replace, resize and move (1) side window due to an interior kitchen remodel. Also, move a range vent closer to the back of the house.
  6. HDC 055-2020 for 324 Laurel Avenue, submitted by Robert Ashcraft & Salina Bush, request to install new front storm door in white, repaint door trim and install permeable paving to current driveway.
  7. A tax credit request for 211 Tenth Street, submitted by Katherine Coates for approved HDC Certificate of Approval 012-2020 for replacing vinyl siding, repair/replace soffits and replace shutters. The cost was $17,235.00 and the requested amount is 1,723.50.
  8. A tax credit request for 1110 Montgomery Street, submitted by David & Lisa Everett for approved HDC Certificate of Approval 036-2020 to install storm windows and replace storm door. The cost was $7,271.00 and the requested amount is $727.10.
  9. A tax credit request for 1110 Montgomery Street, submitted by David & Lisa Everett for approved HDC Certificate of Approval 002-2020 replace wooden spire at peak of house. The cost was $4,294.12 and the requested amount is $429.42.
  10. Staff Approvals: ​
    1. HDC 053-2020 for 209 Wilson Street, submitted by Wotchuin Dzikouk, request to replace damaged pieces of gutters (white), siding (cream), shutters (re-paint in white) and replace concrete parging. All work to be “in-kind” with existing color and material.

EIGHT HUNDRED AND TWENTY SEVENTH MEETING

Vice-chairman Kluckhuhn called the meeting to order at 7:00 p.m., read the Opening Statement and asked for a roll call. Six (6) commissioners answered present, constituting a quorum. The Commission welcomed new member, Patrick Davis to the team.

 

Vice-chairman Kluckhuhn asked if there were any corrections or comments regarding the Minutes from the Regular HDC meeting held on December 17, 2019.  There were none.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the minutes were approved on (3) affirmative votes, with Ms. Rambow and Mr. Davis abstaining from the vote.

 

HDC 051-2020 for 320 Main Street submitted by J. Robb Cecil, request to install new 5' Montage Majestic black iron fence with gate on rear of property bordering Fetty Alley 

The applicant was present. There was discussion regarding the trash pickup and the applicant is to find a solution so that it can be easily accessed for the trash trucks.

On a motion by Ms. McCeney, seconded by Ms. Rambow, the application was approved on a unanimous vote.

 

HDC 052-2020 for 209 Wilson Street, submitted by Wotchuin Dzikouk, request to install new 3-tab shingle roof, color change from red/brown to black. The work has already been completed.

The applicant was present. There was discussion about reduced and/or denied tax credit applications for work done without Historic District Commission approval in the City. The Commission reminded the applicant any further exterior work that is done would need pre-approval.

            On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on a unanimous vote.

 

HDC 054-2020 for 333 Laurel Avenue, submitted by Jim Munno request to replace, resize and move (1) side window due to an interior kitchen remodel. Also, move a range vent closer to the back of the house.

The applicant was present. There was conversation regarding the proposed casement window instead of double hung windows (that would match the upper level of the house). The applicant stated the casement window is much easier to maneuver from the sink kitchen window. It was recommended by the Commission to add a cosmetic sash across the window to give it a double hung appearance to match the rest of the windows on the house. In addition, there will be some siding replaced on the house that will be “in-kind” to match the existing siding.

On a motion by Ms. Lubieniecki, seconded by Ms. Rambow, the application was approved on a unanimous vote.

 

HDC 055-2020 for 324 Laurel Avenue, submitted by Robert Ashcraft & Salina Bush, request to install new front storm door in white, repaint door trim and install permeable paving to current driveway.

The applicant was present. There was discussion regarding the sewer pipe that is located on the driveway. There will be a concrete vault around the pipe for protection. The applicant will use edging either stone or concrete for the boarder of the driveway.  The current wood boarder will be removed because it will eventually rot. The new full window storm door will help protect the original front door and help keep the draft out. The applicant will have the doorframe painted in blue-gray by a professional.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the application was approved on a unanimous vote.

New Business

 

On motion by Ms. Lubieniecki, seconded by Ms. McCeney and all other members present, Mr. Kluckhuhn was elected Chairman.

 

On motion by Mr. Kluchkhuhn, seconded by Ms. Lubieniecki and all other members present, Ms. McCeney was elected Vice-chairman.

 

Ms. Lubieniecki mentioned the passing of Bernie Callan, who she served on on the Maryland Association of Historic District Commissions Board with for 10 years. He was a great asset to Historic Preservation in Maryland, including Laurel and he will be greatly missed.

 

There was discussion regarding several illegal neon signs on Main Street. Everyone is encouraged to use the mylaurel app if they see work without approval being done during evenings and weekends. Staff advised the Commission that the City does have limited code enforcement available during off business hours.
