FIVE HUNDRED SEVENTIETH MEETING

CITY OF LAUREL PLANNING COMMISSION

TUESDAY-NOVEMBER 19, 2019

 

The meeting convened in the Council Chambers of the Laurel Municipal Center at 7:01 P.M., with Chairwoman Mitzi R. Betman presiding.  The roll was called with the Honorable Rick Wilson, John R. Kish, Ms. Krystiana Bonheur,  Mr. Bill Wellford and Council President Smalls present. Also, present were Ms. Christian L. Pulley, Director of Economic and Community Development, Mr. Robert Love, Deputy Director and Ms. Brooke Quillen, Secretary to the Commission. There were approximately (12) twelve members of the public in attendance.

 

Chairwoman Betman thanked the Ex-Officio Member, Council President Frederick Smalls for his 17 years of service to the Commission, and stated she has always apprecitated his input. Mr. Smalls stated it has been very fulfilling and an honor to be a part of the Commission.

 

The minutes of the September 10, 2019 meeting were approved as written, on motion by Mr. Wellford, seconded by Mr. Kish, and carried on a roll call vote of all members present as written, with Chairwoman Betman abstaining from the vote.

 

The next agenda item was for a Preliminary Subdivision Plan Application No. 895 filed by RTA Westside LLC., 3939 Wisconsin Ave, NW Washington, DC 20016.  Mr. Love stated the Applicant (RTA Westside LLC) is seeking Preliminary Subdivision Plan for approval to subdivide a portion of the parcel into four (4) commercial lots to be known as the Westside Shoppes.  The site is part of the larger development known as Westside.  The current zoning of the property is Mixed Use Transportation Oriented (M-X-T).  The property was annexed into the City in July of 2012.

 

Chairwoman Betman opened the public hearing at 7:08 p.m.

 

The applicant’s attorney, Mr. Edward C. Gibbs Jr., Esquire, 1300 Caraway Court Suite #102 Largo, Maryland 20774, stated he will miss Mr. Smalls and thanked him for his service to the Commission. Mr. Gibbs briefly stated this application is essentially the next step in the process for this project. The traffic study is complete and will be submitted to the State Highway Administration. It appears all requirements are met in the study. He added that he and his client are in agreement with the staff report and conditions. Mr. Gibbs added he is available to answer any questions.

 

Chairwoman Betman closed the public hearing at 7:10 p.m.

 

The Commission, on motion by Ms. Bonheur, seconded by Mr. Kish, and carried on a roll call vote of all members present, voted to approve the Preliminary Subdivision Plan Application No. 895 and Resolution No. 19-12-PC for 13601 and 14501 Westside Blvd Laurel, Maryland 20707 as presented in the Technical Staff Report.

 

The next agenda item was for a Preliminary Subdivision Plan Application No. 896 filed by RTA Westside LLC., 3939 Wisconsin Ave, NW Washington, DC 20016.  Mr. Love stated the Applicant (RTA Westside LLC) is seeking Preliminary Subdivision Plan for approval to subdivide a portion of the parcel into eighty-one (81) individual townhouse lots.  The site is part of the larger development known as Westside.  The current zoning of the property is Mixed Use Transportation Oriented (M-X-T).  The property was annexed into the City in July of 2012.

 

The applicant’s attorney, Mr. Edward C. Gibbs Jr., Esquire, 1300 Caraway Court Suite #102 Largo, Maryland 20774, stated regarding storm water management, they will create a pervious area  and install underground facilities that hold water to help alleviate run off concerns. Lastly, he and his client are in agreement will the staff report and conditions.  

 

Chairwoman Betman opened the public hearing at 7:22 p.m.

 

Ms. Clarice Hayslett, 14311 Ridgeview Lane Laurel Maryland 20707, asked what the maintenance will be around the storm water facility/watershed and what would the HOA requirements/fees be.

 

Mr. Brandon Rowe, Bohler Engineering, 901 Dulaney Valley Road Site 801 Towson, Maryland 21204, explained he is not ready to speak on final costs at this time. However, that would be determined by the HOA. Requirements will be established through Maryland Department of the Environment.

 

Chairwoman Betman closed the public hearing 7:25 p.m.

 

The Commission, on motion by Mr. Wellford, seconded by Mr. Kish, and carried on a roll call vote of all members present, voted to approve the Preliminary Subdivision Plan Application No. 896 and Resolution No. 19-13-PC for 13601 and 14501 Westside Blvd Laurel, Maryland 20707 as presented in the Technical Staff Report.

 

There being no further business, the meeting was adjourned at 7:27 p.m.
