The minutes of the December 20, 2018 meeting were approved as written on motion by Mr. Lee, seconded by Mrs. Collins, and carried on a roll call vote of all other members present, with Mrs. Leszcz abstaining.

                                             

The minutes of the January 24, 2019 meeting were approved as written on motion Mrs. Leszcz, seconded by Mr. Whitley and carried on a roll call vote of all other members present.

 

Next, the Board heard the request for Special Exception Application No. 892 and Resolution No. 19-01-BOA, 14060 Baltimore Avenue Laurel, Maryland 20707, filed by Starbucks Corporate- 7315 Wisconsin Avenue Ste 900W Bethesda, Maryland 20814. The Applicant is seeking special exception approval to operate a Starbucks restaurant with a drive-thru to be located at 14060 Baltimore Avenue. The property is zoned Planned Development Area Existing (PDA-E) Zone and is located in the Laurel Lakes Underlying Zone as a Commercial General (C-G) Zone. The property is located in the shopping center known as Laurel Lakes Centre.

 

The Applicant/s were present to answer any questions. Sean Miller, 1801 Porter Street Suite# 401 Baltimore, Maryland  21230 and Chatman Young, 7315 Wisconsin Avenue Bethesda, Maryland  20814. There was discussion regarding the current building, that they will be taking over (the bank) and removing the ATM.  There are two entrances to the building from Cypress Street. Chairwoman Chenault asked if it will be similar to the Starbucks off Route 198 and the applicant stated “Yes”. She also asked when do they plan to start construction, the applicant stated it would take 2-3 months to get permits to start and should be completed by the end of 2020. Mr. Whitley asked what they plan to do with the vaults from the inside of the bank. The Applicant stated they would be disposed of since they will have no use for them.
