A. Bid Recommendation - Department of Public Works 2-1/2 ton Dump Truck with Plow. Rob Ferree, Director of Public Works presented the recommendation to purchase a 2-1/2 ton Dump Truck with Plow as outlined in a memorandum dated September 13, 2019. After discussion, the Councilmembers agreed to award the bid at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

B. Bid Recommendation - Department of Public Works Leaf Machine. Rob Ferree, Director of Public Works presented the bid recommendation to purchase a Leaf Machine as outlined in a memorandum dated September 13, 2019. Councilmembers agreed to award the contract at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

C. Bid Recommendation - Office of Emergency Management Hazard Mitigation Services. Steve Allen, Emergency Manager presented the recommendation to award a contract for Hazard Mitigation Services, as outlined in a memorandum dated September 13, 2019. Mr. Allen provided a Task Order Summary for the project defining the contract with Rostan Solutions. Councilmembers agreed to award the contract at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

D. Ordinance No. 1947 - an ordinance of the Mayor and City Council of Laurel, Maryland to amend the Laurel City Code to add Chapter 13, "Telecommunications", to allow for the Regulation of Wired and Wireless Telecommunication within the City; and providing an effective date. Kevin Frost, Director of Information Technology presented the legislation. He explained that the ordinance passed early in the summer was included in the Land Development Code. As discussions progressed, it was realized that the regulations on telecommunication legislation should be in the City Code, not the Unified Land Development Code. This legislation creates the Telecommunications Chapter in the City Code. Councilmembers in agreement to introduce the legislation and hold the first public hearing at the Mayor and City Council Meeting on Wednesday, October 16, 2019.

E. Bid Recommendation - Fiber Construction Along Van Dusen Road- SaiTech, Inc. Kevin Frost, Director of Information Technology presented the recommendation as outlined in a memorandum dated August 26, 2019. He explained that fiber would be dropped at the parks, traffic lights and end at the Laurel Volunteer Fire Department. The City is riding a County contract. SaiTec of Largo, Maryland. Funding is provided in the Capital Improvement Program at $142,000. Councilmembers were in agreement to award the contract at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

Ordinance No. 1948 - an ordinance of the Mayor and City Council of Laurel, Maryland to amend the City of Laurel Unified Land Development Code by removing Ordinance No. 1933 from Chapter 20, Land Development and Subdivision, Article VIA, "Telecommunications Facilities in Public Rights-of-Way", and to amend the Laurel City Code by placing said ordinance in the Laurel City Code, Chapter 13, "Telecommunications"; and providing an effective date. Kevin Frost, Director of Information Technology, presented Ordinance No. 1948, which is follow-up legislation to Ordinance No. 1947. Councilmembers agreed to introduce and hold first public hearing at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

G. Ordinance No. 1949 - an ordinance of the Mayor and City Council of Laurel, Maryland to amend Chapter 2 "Administration", Article III "Officers and Employees", Section 2-41 (C), "Retirement Board of Trustees"; "Membership; Term; Removal", of the City of Laurel, Maryland Code to allow for the selection of a Vice Chair for the Retirement Board of Trustees; and providing an effective date. Mayor Moe presented the legislation saying it is self-explanatory. The current chair of the Pension Plan asked for this legislation. Councilmember were in agreement to introduce the legislation at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

H. Resolution No. 8-19 – a resolution of the Mayor and City Council of Laurel, Maryland for the purpose of opposing an increase in truck weight and size. Mayor Moe presented the legislation. He sent a letter to the state legislators in opposition to a push at the federal level to expand the size of trucks. Senator Cardin has responded and said he was opposing too. Councilmembers were in agreement so support the effort, introduction and first public hearing at the Mayor and City Council Meeting on Wednesday, October 16, 2019, 7:00 p.m.

There being no further business to come before the Mayor and City Council the meeting was adjourned at 7:53 p.m.
