Michele Saylor, Director of Budget and Personnel Services; Dave Cope, Fire Marshal; Audrey Barnes, Director of Communications; Pat Haag, Risk Manager and Lisa Woods, Deputy Director of Budget and Personnel Services. There were seven members of the Woodland Job Corps Student Government Association present.
Kevin Frost, Director of Information Technology, presented the bid Recommendation to upgrade the Storage Area Network, as outlined in a memorandum dated April 12, 2019. The Department of Information Technology needs to add storage to the current Storage Area Network due to high definition cameras and a recent State requirement to keep some video for longer periods of time. The disk capacity is at 80 percent. The proposed upgrade will double the disk capacity. Funding is in the current Capital Improvement Program. The purchase will be made under the State of Maryland 2012, Technology Hardware Contract with Eplus of Columbia, Maryland. The contract price is $74,827.45. Councilmembers agreed proceed with the award of the contract at the Mayor and City Council Meeting on Monday, May 13, 2019, 6:00 p.m.
Mayor Moe presented to the Council his Budget Letter and the Proposed Operating Budget for Fiscal Year 2020. The proposed budget is presented without a tax rate increase, maintaining the City's real property tax rate at $.71 cents per $100 of assessed valuation. The Personal Property tax rate will remain $1.69 per $100 of assessed value. The tax rate for the Special Taxing District is $0.03 per $100 of the full cash value assessment. The proposed budget continues all City services at current service levels.
S. Michele Saylor, Director of Budget and Personnel Services, started the budget presentation with an overview of the Revenue Budget. The budget presentation continued with General Government: Mayor/Community Promotions, Council/Clerk/Elections, City Administrator; Department of Budget and Personnel Services, Department of Communications, Department of Economic and Community Development, Department of Information Technology, Non-departmental budgets and ended with the Capital Improvement Program.
Lou Ann Crook, Deputy City Administrator, asked the Counilmembers to submit any questions regarding the budget to her through the Clerk.
The Fiscal Year 2020, Operating Budget is available in BoardDocs and on the City's website. Hard copies will be available in the Department of Budget and Personnel Services.
Ordinance No. 1943, an ordnance adopting the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2019, through June 30, 2020, and to levy property taxes; and to authorize the collection of such taxes, will be introduced and the first public hearing held at the Mayor and City Council Meeting on Monday, May 13, 2019, 6:00 p.m.
Ms. Saylor advised that the City did have to advertise the Proposed Real Property Tax Rate. Even though the City hasn't raised the tax rate, the real property assessable base increased, prompting the legal requirements to notify the public and hold a public hearing. Anyone with questions is asked to contact Ms. Saylor. The public hearing will be held on Monday, May 13, 2019, 6:00 p.m.
Budget presentations continue on Wednesday, May 8, 2019, 6:00 p.m.
President Smalls announced the May, June and July meetings will start at 6:00 p.m. beginning on May 13, 2019.
