A. Ordnance 1940, an ordinance of the Mayor and City Council of Laurel, Maryland to concur with the City of Laurel Planning Commission for the revised conceptual site plan for the Westside Mixed-Use Development, the property is zoned M-X-T, and is located off Westside Blvd. and Van Dusen Road, Laurel, Maryland 20707.

B. Ordinance No. 1941, Text Amendment No. 251, an ordinance to amend Chapter 20 Land Development and Subdivision, Article I, Zoning, Division 1, Definitions, Section 20-1.7, and Division 5, Zoning Districts, Section 20-6.13, of the City of Laurel Unified Land Development Code; and providing an effective date,

C. Ordinance No. 1942, Text Amendment No. 253, an Ordinance to amend the Laurel Unified Land Development Code; Chapter 20 Land Development and Subdivision, Article I Zoning, Division 5 Zoning Districts, Section 20-1.7., Section 20-6.13., Section 20-7.8., of the City Code to allow for tourist homes; and providing an effective date.

D. Open Ended Contracts - Hazard Mitigation Support Services.

E. Resolution No. 5-19, a resolution of the Mayor and City Council of Laurel, Maryland for the Purpose of Establishing a Volunteer Code of Conduct for All City of Laurel Volunteers.

Robert Love, Deputy Director of Economic and Community Development presented Ordnance 1940, an ordinance of the Mayor and City Council of Laurel, Maryland to concur with the City of Laurel Planning Commission for the revised conceptual site plan for the Westside Mixed-Use Development, the property is zoned M-X-T, and is located off Westside Blvd. and Van Dusen Road, Laurel, Maryland 20707. The developer has held two outreach meetings with the residents and there was a large attendance. Councilmembers were in agreement with introducing this ordinance at the Mayor and City Council Meeting on Monday, April 8, 2019, at 7:00 p.m.

Christian Pulley, Director of Economic and Community Development presented Ordinance No. 1941, Text Amendment No. 251, an ordinance to amend Chapter 20 Land Development and Subdivision, Article I, Zoning, Division 1, Definitions, Section 20-1.7, and Division 5, Zoning Districts, Section 20-6.13, of the City of Laurel Unified Land Development Code; and providing an effective date. Mayor Moe has met with the councilmembers about this legislation. He further stated that the legislation will be in place in case the City is asked to consider annexation of the hospital. Councilmembers were in agreement to introduce and hold first public hearing at the Mayor and City Council Meeting on Monday, April 8, 2019, 7:00 p.m.

Robert Love, Deputy Director of Economic and Community Development presented Ordinance No. 1942, Text Amendment No. 253, an Ordinance to amend the Laurel Unified Land Development Code; Chapter 20 Land Development and Subdivision, Article I Zoning, Division 5 Zoning Districts, Section 20-1.7., Section 20-6.13., Section 20-7.8., of the City Code to allow for tourist homes; and providing an effective date. Mr. Love explained that the property owner must obtain the license, the property must be inspected by the fire Marshall upon filing the license and then every three years thereafter, they must have one off-street parking for every four guests. Mr. Love has worked closely with the fire marshals office and followed the County Code.  At this time, the City Code doesn't allow tourist homes. After discussion and some questions asked, Mayor Moe asked to meet with the councilmembers to discuss their concerns. Council agreed to introduce this legislation and hold the first public hearing at the Mayor and City Council Meeting on Monday, April 8, 2019, at 7:00 p.m.

Steve Allen, Emergency Manager presented the Open Ended Contracts - Hazard Mitigation Support Services. Mr. Allen explained that it is necessary to have a list of companies to call for assistance during a hazardous situation. Four requests were received and evaluated and all four will serve as the core group on the established list. Councilemembers were in agreement to award the Open Ended Contracts at the Mayor and City Council Meeting on Monday, April 8, 2019, at 7:00 p.m.

During the discussion on the Open Ended Contracts, questions came up about the recent sewage spill by the Washington Suburban Sanitary Commission (WSSC). Mr. Allen said he has been investigating this issue for the past three days and will be presenting his findings to the Mayor.

Mayor Moe presented Resolution No. 5-19, a resolution of the Mayor and City Council of Laurel, Maryland for the Purpose of Establishing a Volunteer Code of Conduct for All City of Laurel Volunteers. Councilmembers were in agreement to introduce this resolution and hold the first public hearing at the Mayor and City Council Meeting on Monday, April 8, 2019, at 7:00 p.m.
