5. Public Hearing A. Members of the public are asked to sign the speakers list at the back of the Council Chambers. Council President calls the speakers from the sign in sheet. Each speaker is asked to give their name and address for the record. Each speaker is allowed three minutes to speak.

6. Legislation A. Second public hearing with possible action on Ordinance No. 1947, an ordinance of the Mayor and City Council of Laurel, Maryland to amend the Laurel City Code to add Chapter 13, "Telecommunications", to allow fo the regulation of wired and wireless telcommunication within the City; and providing an effective date. B. Second public hearing with possible action on Ordinance No. 1948, an ordinance of the Mayor and City Council of Laurel, Maryland to amend the City of Laurel Unified Land Development Code by removing Ordinance No. 1933 from Chapter 20, Land Development and Subdivision, Article VIA, "Telecommunications Facility in Public Rights-of-Way", and to amend the Laurel City Code by placing said ordinance in the Laurel City Code, Chapter 13, "Telecommunications"; and providing an effective date. C. Second public hearing with possible action on Ordinance No. 1949, an ordinance of the Mayor and City Council of laurel, Maryland to amend Chapter 2 "Administration", Article III "Officers and Employees", Section 2-41 (C) Retirement Board of Trustees"; "Membership; Term; Removal", of the City of Laurel, Maryland Code to allow for the selection of a vice chair for the Retirement Board of Trustees; and providing an effective date. D. Second public hearing with possible action on Resolution No. 8-19, a resolution of the Mayor and City Council of Laurel, Maryland for the purpose of opposing an increase in truck weight and size.

2. Presentation

A representative from Governor Larry Hogan and Lt. Governor Boyd Rutherford's Office presented a citation to the City of Laurel and the Laurel History Boys for the upcoming 150th Anniversary Celebration.

3. Report of the Mayor and City Council

Sunday, October 27th was the one-year remembrance of the shooting at the "Tree of Life Synagogue" in Pennsylvania. There are still several police officers that rushed to the scene that day that haven’t been able to return to work. Keep them and the Laurel Police Department in your prayers.

Quarterly Principal’s Breakfast on Thursday, October 17, 2019, 8:00 a.m. at the Laurel Municipal Center.

Public Safety and Transportation CAC met on Thursday, October 17, 2019, 7:00 p.m. at the Laurel Municipal Center.

Councilmember Sydnor held a Voter Registration Drive on Monday, October 21, 2019, at Laurel High School with the football team.

MML Outreach Committee met on October 23, 2019, 10:00 a.m. Census Workshop.

Councilmember Sydnor attended an Expungement Seminar in Clinton, Maryland on October 26, 2019, with Maryland Legal Aid. He plans to host a similar workshop in Laurel in 2020.

Job Fair at Laurel Park on Wednesday, October 30, 2019, 4:00 to 7:00 p.m.

Employee Prince George’s is hosting Stand Down and Homeless Residents Day for Veterans on Saturday, November 2, 2019, 10:00 a.m. to 2:00 p.m. at the Wayne Curry Sports Complex in Largo, Maryland. Apprenticeship Training Fair scheduled for November 15, 2019, 9:30 a.m. to 12:00 p.m. at the same location.

Job Fair for Persons with Disabilities scheduled for Wednesday, October 30, 2019, 8:30 a.m. to 1:00 p.m. at the County Administration Building at 1801 McCormick Road, Largo, Maryland.

“Tip a Cop” Fundraiser for Special Olympics held on Thursday, October 17, 2019, at Famous Dave’s.

Trick or Treat on Main Street was held on Thursday, October 24, 2019, 6:00 to 8:00 p.m.

Celeste Hill and the Lovely Ladies of Laurel held a 5K Fundraiser on Saturday, October 26, 2019, to raise awareness for cancer.

Department of Communications prepared a video highlighting the Department of Public Works preparing for the upcoming winter months.

President Smalls opened the General Public Hearing at 7:35 p.m. and closed it with no one present who wished to speak.

6. Legislation

President Smalls read the title of Ordinance No. 1947, an ordinance of the Mayor and City Council of Laurel, Maryland to amend the Laurel City Code to add Chapter 13, "Telecommunications", to allow for the regulation of wired and wireless telecommunication within the City; and providing an effective date, into the record for the second reading. The public hearing was opened at 7:35 p.m. and closed with no one present who wished to speak.

On motion by Councilmember Leszcz, seconded by Councilmember Sydnor, ORDINANCE NO. 1947, AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND THE LAUREL CITY CODE TO ADD CHAPTER 13, "TELECOMMUNICATIONS", TO ALLOW FO THE REGULATION OF WIRED AND WIRELESS TELCOMMUNICATION WITHIN THE CITY; AND PROVIDING AN EFFECTIVE DATE, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.

On motion by Councilmember Sydnor, seconded by Councilmember Leszcz, ORDINANCE NO. 1948, AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND TO AMEND THE CITY OF LAUREL UNIFIED LAND DEVELOPMENT CODE BY REMOVING ORDINANCE NO. 1933 FROM CHAPTER 20, LAND DEVELOPMENT AND SUBDIVISION, ARTICLE VIA, "TELECOMMUNICATIONS FACILITY IN PUBLIC RIGHTS-OF-WAY", AND TO AMEND THE LAUREL CITY CODE BY PLACING SAID ORDINANCE IN THE LAUREL CITY CODE, CHAPTER 13, "TELECOMMUNICATIONS"; AND PROVIDING AN EFFECTIVE DATE, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.

Mayor Moe concurred with this action.

President Smalls read the title of Resolution No. 8-19, a resolution of the Mayor and City Council of Laurel, Maryland for the purpose of opposing an increase in truck weight and size, into the record for the second reading. The public hearing was opened at 7:40 p.m. and closed with no one present who wished to speak.

On motion by Councilmember Sydnor, seconded by Councilmember Leszcz, RESOLUTION NO. 8-19, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND FOR THE PURPOSE OF OPPOSING AN INCREASE IN TRUCK WEIGHT AND SIZE, was approved on a unanimous roll call vote. Mayor Moe concurred with this action.

There being no further business to come before the Mayor and City Council the meeting adjourned at 7:40 p.m.
