EIGHT HUNDRED AND NINTH MEETING

CITY OF LAUREL HISTORIC DISTRICT COMMISSION  

TUESDAY – MARCH 20, 2018 – REGULAR

1.       Roll Call.

2.      Approval of the Minutes for the Regular HDC meeting held on February 20, 2018.

3.      HDC 054-2018 for 22 Post Office Avenue, submitted by Yury Arnold Flores Margoquin, was recently painted Purple without HDC approval. Owner/applicant not happy with the color, request to re-paint house. Applicant would like to paint it Storm Gray with White trim.

4.      HDC 058-2018 for 505 Prince George Street, submitted by Marvin & Sulema Hernandez, 1. Requesting to replace windows that are currently 2 over 2 with single hung white vinyl, replace doors with same color (White) but with different style, requesting to change cedar siding to a Dark Gray vinyl, replace Green shutters with White and request to change Green roof to Charcoal color. The work was started without HDC approval.

5.      HDC 059-2018 for 203 10th Street, submitted by Gabriel Martinez, requesting to install wood fence in front yard. Fence will be 102' long and 3.5' tall, to be painted White at a later date. Requesting to remove existing concrete walkway with brick, in a running bond pattern, requesting to install wood burning fireplace with flare system in the rear of the house and lastly (REQUEST ADDED 3/14/2018) requesting to install a prefab shed on rear of property 14 x 8, color will be White and Black to match house.

6.      HDC 060-2018 for 809 Main Street, submitted by Samuel Daniel & Ana Zeferino, Addition (14 x 24) to rear of property. Materials will be 4'' Clapboard siding in Cream color, close to the Dunmore Cream on the HDC Approved Colors List. Request to paint entire house in Cream color, close to the Dunmore cream on the HDC Approved Colors List. Construct a deck (12 x  16) to rear of property.

7.      A tax credit request for 331 Prince George Street, submitted by Donald & Kathleen Dalphonse, for replace in kind facia and soffits - approved Certificate of Approval HDC 031-2018. The cost for this work was $5,522.60, proof of payment is $5,522.60 and the tax credit requested amount is $552.26.

Staff Approvals:

HDC 056-2018 for 203 10th Street submitted by Gabriel Martinez, requesting approval to remove maple tree from front yard. Arborist confirmed tree is dying and diseased. Director of Public Works also confirmed tree should be removed. Staff recommended applicant plant a new tree in the front yard.

Chairman Hayes called the meeting to order at 7:02, read the Opening Statement and asked for a roll call. Six commissioners answered present, constituting a quorum.

 

 Chairman Hayes asked if there were corrections or comments regarding the Minutes from the Regular HDC meeting held on February 20, 2018.  There were no comments or corrections.

On a motion by Ms. McCeney, seconded by Ms. Frazier and Mr. Kluckhuhn abstaining, the Minutes were approved as written, on five affirmative votes.

 

  HDC 054-2018 for 22 Post Office Avenue, submitted by Yury Arnold Flores Margoquin, was recently painted Purple without HDC approval. Owner/applicant not happy with the color, request to re-paint house. Applicant would like to re-paint the house Storm Gray with White trim.

The applicant was present and stated he did not know they needed prior approval, but now understands the process.

On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the certificate was approved on a unanimous vote.

 

  HDC 058-2018 for 505 Prince George Street, submitted by Marvin & Sulema Hernandez, requesting to replace windows that are currently 2 over 2 with one over one single hung, replace doors with same color (White) but with different style, requesting to change cedar siding to a Dark Gray vinyl, replace Green shutters with White and request to change Green roof to Charcoal color and from metal to shingles style. The window installation was started without HDC approval.

The applicant was present and stated he did not know they needed prior approval. There was discussion regarding if the house needed to be sprinklered since the value of the work is more than 50% of the structure. Staff stated they would discuss with the Fire Marshal to confirm. The commission requested applicant to replace the windows with more of the original size and style (2 over 2) since this property is a contributing structure to the City of Laurel. It was also requested by the commission to replace the other items with more in kind materials for the requests. Also, keeping some of the original materials on the house and repairing would save the applicant money as well.  The commission decided to table this agenda item for certain requests, the windows, doors and shutters.  Applicant will need to return for approval of the windows, doors and shutters unless they are in kind, which can be staff approved. The commission agreed to vote on the siding cedar shakes repair and metal roof repair since the applicant agreed to keep those parts of the structure and repair.

 

On a motion by Mr. Kluckhuhn, seconded by Ms. McCeney, the certificate was approved on a unanimous vote to approve the repair of cedar shakes and tin roof with in kind style and color.

 

HDC 059-2018 for 203 10th Street, submitted by Gabriel Martinez, requesting to install wood fence in front yard. Fence will be 102' long and 3.5' tall, to be painted White at a later date. Requesting to remove existing concrete walkway with brick, in a running bond pattern, requesting to install wood burning fireplace with flare system in the rear of the house and lastly (REQUEST ADDED 3/14/2018) requesting to install a prefab shed on rear of property 14 x 8, color will be White and Black to match house.

The applicant was present and verified the fence will have one gate and the step on concrete walkway will remain.

On a motion by Ms. McCeney, seconded by Mr. Kluckhuhn, the certificate was approved on a unanimous vote.

The applicant was present. There was discussion with commission members and applicant regarding the requests on the application with some minor changes requested by the commission and applicant agreed.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the certificate was approved on a unanimous vote to approve requests with the amendment of the front addition to be brick painted to match the existing house with (2) two pairs of closed shutters to mimic windows with hardy plank on the side and deck approved as presented.
