EIGHT HUNDRED AND EIGHTH MEETING

CITY OF LAUREL HISTORIC DISTRICT COMMISSION  

TUESDAY – FEBRUARY 20, 2017 – REGULAR

1.       Roll Call.

2.      Approval of the Minutes for the Regular HDC meeting held on January 16, 2017.

3.      HDC 050-2018 for 367/369/371 Main Street, submitted by Jamil & Marwan Hishmeh, requesting approval to change green cloth awning to dark grey vinyl awning with business lettering for Salon Etc., and Mogul Elite Couture. Also requesting approval to change exterior building color from light green to light grey. Last request is for signage on door at 367 Main Street for The Vault with Mogul Elite logo.

4.      HDC 051-2018 for 1110 Montgomery Street, submitted by Lisa Everett, requesting approval to install (1) wooden sign Laurel Manor House Bed and Breakfast in white and teal lettering.

5.      HDC 052-2018 for 354/352/352 ½ Main Street, submitted by Patrick Davis, requesting approval to install new stone facing and brick painting as well as install new molding to exterior of building.

6.      HDC 053-2018 for 309 Fourth Street, submitted by Nathaniel Allen, requesting approval to remove spruce tree from rear of yard that is too close to deck and is overcrowding the birch tree.

7.      A tax credit request for 1110 Montgomery Street, submitted by Lisa Everett, for (repair) repoint original brick chimney- approved Certificate of Approval HDC 045-2018. The cost for this work was $2,500.00, proof of payment is $2,500.00 and the tax credit requested amount is $250.00.

8.      A tax credit request for 708/710 Main Street, submitted by Patricia Haag, for roof replacement- approved Certificate of Approval HDC 046-2018 & 047-2018. The cost for this work was $11,450.00, proof of payment is $11,450.00 and the tax credit requested amount is $1,145.00.

Staff Approvals:

 

HDC 048-2018 for 1110 Montgomery Street submitted by Lisa Everett, requesting approval to install (2) iron handrails at porch steps and one iron handrail at steps from sidewalk up to front yard. Staff approval since a safety requirement.

HDC 049-2018 for 809 Main Street, submitted by Samuel Daniel, requesting approval to install new white, six over six, single hung “in-kind” windows.

HDC 055-2018 for 708 Main Street, submitted by Patricia Haag, requesting approval to grind out and repoint areas needed on chimney with “in-kind” brick material.

Chairman Hayes called the meeting to order at 7:06, read the Opening Statement and asked for a roll call. Five commissioners answered present, constituting a quorum.

 

 Chairman Hayes asked if there were corrections or comments regarding the Minutes from the Regular HDC meeting held on January 16, 2018.  There were no comments or corrections.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the Minutes were approved as written, on five affirmative votes.

 

Mr. Leszcz arrived at 7:08 PM.

 

  HDC 050-2018 for 367/369/371 Main Street, submitted by Jamil & Marwan Hishmeh, requesting approval to change green cloth awning to dark grey vinyl awning with business lettering for Salon Etc., and Mogul Elite Couture. Also requesting approval to change exterior building color from light green to light grey. Last request is for signage on door at 367 Main Street for The Vault with Mogul Elite logo. The work was completed without HDC approval.

The applicant was present and stated he did not know they needed prior approval from the HDC however, he wanted to keep the historical feel of the building when it was updated.

On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the certificate was approved on a unanimous vote.

 

  HDC 051-2018 for 1110 Montgomery Street, submitted by Lisa Everett, requesting approval to install (1) wooden sign Laurel Manor House Bed and Breakfast in white and teal lettering.

The applicant was present, gave an overview of the request and verified the sign will eventually be lighted with a spotlight.

On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the certificate was approved on a unanimous vote.

 

HDC 052-2018 for 354/352/352 ½ Main Street, submitted by Patrick Davis, requesting approval to install new stone facing and brick painting as well as install new molding to exterior of building.

The applicant was present and presented a sample of the stone facing to the Commission. There was discussion among the Commission regarding preservation of brick buildings on Main Street and the different processes.

Mr. Leszcz made a motion to approve HDC 052-2018 for 354/352/352 ½ Main Street. The motion was seconded by Ms. Lubieniecki, Ms. Fraizier voting “Yes”, Ms. McCeney voting “No”, and Chairman Hayes casting the final vote of “Yes”.

 

HDC 053-2018 for 309 Fourth Street, submitted by Nathaniel Allen, requesting approval to remove spruce tree from rear of yard that is too close to deck and is overcrowding the birch tree.

The applicant was present and stated he will not be replacing the tree as he has already planted other trees in the yard.

On a motion by Ms. Lubieniecki, seconded by Ms. Fraizer, the certificate was approved on a unanimous vote.

On a motion by Ms. McCeney, seconded by Mr. Leszcz, the tax credit was approved on a unanimous vote.

On a motion by Ms. Frazier, seconded by Ms. McCeney, the tax credit was approved on a unanimous vote

 

Chairman Hayes asked if there were any comments or questions regarding staff approvals approvals and there were none.

 

Chairman Hayes asked for new business and the Commission discussed ideas on how new residents could be notified they live in the Historic District, since many new citizens are not aware they live or do business in a historic building. Staff explained there are HDC packets available for new residents to pick up at the Municipal Center, and typically, when someone comes in to the Office of the Fire Marshal & Permit Services for any permits pertaining to any exterior work, they are notified they need HDC approval first.

 

Gabriel Martinez, 203 Tenth Street Laurel, MD  20707, as a new resident was unsure of the process to remove a tree. A brief discussion was held regarding how the HDC works. A HDC packet was provided to Mr. Martinez by staff.
