CITY OF LAUREL HISTORIC DISTRICT COMMISSION  

TUESDAY – DECEMBER 19, 2017 – REGULAR

1.       Roll Call.

2.      Approval of the Minutes for the Regular HDC meeting held on November 21, 2017.

3.      HDC 030-2018 for 604 Main Street, submitted by Patty Waters, requesting approval to cut tree from side/rear of property. *Item was tabled on November 21, 2017.

4.      HDC 033-2018 for 503A Montgomery Street, submitted by Judith Miller, requesting approval to remove a cherry tree from rear of property and trim a maple tree near parking lot.

5.      HDC 036-2018 for 354 Main Street, submitted by Patrick Davis, requesting approval to renovate complete exterior of building to include (2) flatwall signs, one reading: “Exclusive Blue Restaurant Lounge” and the other reading: “On Main” to be placed on the top center of building front.

6.      HDC 037-2018 for 352 Main Street, submitted by Patrick Davis, requesting approval to renovate complete exterior of building to include (1) flat wall 4 x 10 sign reading: “myecab” to be affixed to the inside left corner of the door.

7.      HDC 038-2018 for 352 ½ Main Street, submitted by Patrick Davis, requesting approval to complete exterior renovation to include new trim, painting of stucco and new decorative molding.  

8.      HDC 040-2018 for 317 Main Street, submitted by David Singleton, requesting approval to install projecting sign from front of building and install (2) awnings on front windows.

10.    A tax credit request for 332 Montgomery Street, submitted by James Frazier,  for prime and paint all wood trim & roof edges, replace wood where needed- approved Certificate of Approval HDC 019-2018. The cost for this work was $2,609.28, proof of payment is $2,609.28 and the tax credit requested amount is $260.92.

11.    A tax credit request for 336 Montgomery Street, submitted by Randy and Jean Anastasi for painting white trim on house - approved Certificate of Approval HDC 021-2018. The cost for this work was $950.00, proof of payment is $950.00, and the tax credit requested amount is $95.00.

Staff Approvals:

HDC 039-2018 for 304 Main Street, submitted by Eric Rezapolvi, requesting approval to repaint brick on front of building with “in kind” white color. Recently replaced the sign on staff approval 004-2018, realized it was chipping and needed to re-paint.

Citizens Present:  Approximately 6

 

Chairman Hayes called the meeting to order at 7:02, read the Opening Statement and asked for a roll call. Five commissioners answered present, constituting a quorum.

 

 Chairman Hayes asked if there were corrections or comments regarding the Minutes from the Regular HDC meeting held on November 21, 2017.  There were no comments or corrections.

On a motion by Ms. Lubieniecki, seconded by Mr. Leszcz, the Minutes were approved as written, on four affirmative votes with Ms. McCeney abstaining.

 

  HDC 030-2018 for 604 Main Street, the applicant, Patty Waters, requesting approval to cut tree from side/rear of property, request was tabled at the last meeting. After review from the City of Laurel’s Director of Public Works, Rob Ferree, it was recommended to remove the tree.  The applicant was present.

On a motion by Ms. McCeney, seconded by Council President Leszcz, the certificate was approved on a unanimous vote.

 

  HDC 033-2018 for 503A Montgomery Street, the applicant, Judith Miller, requesting approval to remove a cherry tree from rear of property and trim a maple tree near the parking lot.  The applicant was present and explained the tree is currently leaning to one side and she had an arborist come to investigate the tree who agrees it should come down.

On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the certificate was approved on on a unanimous vote.

 

HDC 036-2018 for 354 Main Street, submitted by Patrick Davis, requesting approval to install (2) two signs on the front of property and a complete exterior renovation. 

The applicant was present.

HDC 037-2018 for 352 Main Street, submitted by Patrick Davis, requesting approval to install one flat wall sign and a complete exterior renovation.  

HDC 038-2018 for 352 ½  Main Street, submitted by Patrick Davis, requesting approval to complete exterior renovation to include new trim, painting of stucco and new decorative molding.

There was discussion regarding material for stone on front facade and the decorative molding. The Commission suggested picking another material for the stone and a different look for the molding, the applicant agreed to come back to the HDC at a later date regarding those two details on the building.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, certificates HDC 036,037,038-2018 was approved, on a unanimous vote with the exception of the stone façade and stipulate solution of a different molding.

 

HDC 040-2018 for 317 Main Street, submitted by David Singleton, requesting approval to install projecting sign form front of building and install (2) two awnings on front windows. The applicant was present. There was discussion regarding the colors and placement of the awnings.  The Commission sugguested the awnings be all the same color by taking out the white trim. The applicant agreed.

On a motion by Ms. Lubieniecki, seconded by Ms. McCeney, the certificate was approved, on a unanimous vote with the exception of the color of awnings to be all black.

 

Marlene Frazier recused herself.
