  1. Ordinance No. 1924, an ordinance of the Mayor and City Council approving Map Amendment Application No. 880, to amend the Planned Unit Development Plan for redevelopment of the Patuxent Golf Course into a residential community and providing an effective date.

 

  1. Ordinance No. 1925, an ordinance of the Mayor and City Council to approve the Neo-Traditional Overlay Conceptual Site Plan for the Flester property known as 7041 Contee Road, Laurel, Maryland and providing for an effective date.

 

  1. Ordinance No. 1926, an ordinance to amend the Code of the City of Laurel, Chapter 2 “Administration,” Article IX “Community Redevelopment Authority,” Section 2.186.1 “Membership”.

 

  1. Ordinance No. 1927, an ordinance of the Mayor and City Council of Laurel amending the Code of the City of Laurel, Chapter 16 “Taxation” to add Sec. 16-10 establishing an Elderly and Veteran Real Property Tax Credit Program.

 

  1. Ordinance No. 1928, an ordinance of the Mayor and City Council of Laurel amending the Code of the City of Laurel, Chapter 16 “Taxation” to add Sec. 16-11 establishing a Public Safety Officer Real Property Tax Credit Program.

Attendees: Craig A. Moe, Mayor; Michael R. Leszcz, Council President; Carl W. DeWalt, Councilmember; Keith R. Sydnor, Councilmember; Valerie M.A. Nicholas, Councilmember; Frederick Smalls, Councilmember; Marty Flemion, City Administrator; Lou Ann Crook, Chief of Staff; Kimberley A. Rau, Clerk; Kevin Frost, Director of Information Technology; Christian Pulley, Director of Economic and Community Development; Rob Ferree, Director of Public Works; Joanne Barr, Director of Parks and Recreation; Audrey Barnes, Director of Communications; Chief Rich McLaughlin, Police department; S. Michele Saylor, Director of Budget and Personnel Services; Melanie Wieringa, Chief Building Officials and Karen Ruff, City Solicitor.  There were nineteen members of the public present.

 

Christian Pulley, Director of Economic and Community Development presented Ordinance No. 1924, an ordinance of the Mayor and City Council approving Map Amendment Application No. 880, to amend the Planned Unit Development Plan for redevelopment of the Patuxent Golf Course into a residential community and providing an effective date.  New owner is seeking approval to redevelop the Patuxent Greens Development into a residential community.  Bill Shipp, attorney for the applicant is present to answer any questions.  Mr. Shipp said that Alan Cohen purchased Patuxent Greens in July of this year with the vision of developing into a residential community.  They are both here this evening to show the Mayor and City Council their vision.  Mr. Shipp gave a PowerPoint overview of the project.  Client has been working with City staff to discuss the project and address challenges that exist.  If successful in getting approval to amend the PUD Plan, it would not approve any specific plan.  Next phase would provide more specific plans.  They want to hear the concerns and questions to address them when they come back.  President Leszcz said this legislation will be introduced and first public hearing at the Mayor and City Council Meeting on Monday, December 11, 2017 at 7:00 p.m. 

 

President Leszcz read the title of Ordinance No. 1925, an ordinance of the Mayor and City Council to approve the Neo-Traditional Overlay Conceptual Site Plan for the Flester property known as 7041 Contee Road, Laurel, Maryland and providing for an effective date.  Seeking concept overlay approval for 180 townhouses on the Flester property.  Annexed into the City this year.  22.9 acres for residential development.  Remaining land to open space. 7051 Contee Road, Kaughman Property, athletic field dedicated to the City.  Councilmembers were in agreement to introduce and hold the first public hearing the Mayor and City Council Meeting on Monday, December 11, 2017 at 7:00 p.m.

 

President Leszcz read the title of Ordinance No. 1926, an ordinance to amend the Code of the City of Laurel, Chapter 2 “Administration,” Article IX “Community Redevelopment Authority,” Section 2.186.1 “Membership”.  Mayor wants to submit Councilmember Crary for appointment to the CRA, need to make the changes before the appointment can be made.   This ordinance is scheduled for a second public hearing with possible action at the Mayor and City Council Meeting on Monday, December 11, 2017 at 7:00 p.m.

 

President Leszcz read the title of Ordinance No. 1927, an ordinance of the Mayor and City Council of Laurel amending the Code of the City of Laurel, Chapter 16 “Taxation” to add Sec. 16-10 establishing an Elderly and Veteran Real Property Tax Credit Program.  Mayor Moe said the Administration has been working on this for eight months now.  State requirement on the 40 years living in the home. 10% for five years as long as they remain in compliance.  Council in agreement to introduce and hold first public hearing at the Mayor and City Council Meeting on Monday, December 11, 2017 at 7:00 p.m.

There being no further business to come before the Mayor and City Council the meeting was adjourned at 8:42 p.m.
