EIGHT HUNDRED AND FOURTH MEETING

CITY OF LAUREL HISTORIC DISTRICT COMMISSION

TUESDAY – OCTOBER 24, 2017 – REGULAR

1.       Roll Call.

 

2.      Approval of the Minutes for the Regular HDC meeting held on

September 19, 2017.

 

3.      HDC 015-2018 for 425 Prince George Street, submitted by Cherilyn Hostetler, requesting re-approval to remove flat roof porch and build a peaked roof over the porch. Roofing shingles will match the existing roof (speckled gray). The porch will be painted “In Kind” or white. This request was previously approved by the Historic District Commission in December of 2012 but the work was never done.  

 

4.      HDC 016-2018 for 406 Laurel Avenue, submitted by Benjamin Brady, requesting to replace chain link fence with vinyl fence, change back and side from 4’ to 6’.   

 

5.      HDC 017-2018 for 702 Montgomery Street, submitted by Anastacia Martinez for the shed build in rear of property. The shed is already there. Applicant did not realize he needed HDC approval prior.

 

6.      HDC 027-2018 for 331 Prince George Street, submitted by Donald and Kathleen Dalphonse, requesting approval to upgrade the roof from a 3 tab shingle to an architectural shingle. Shingle will be in graphite color. The new roof will appear to be darker because the current roof has faded with time.

 

7.      A tax credit request for 1110 Montgomery Street, submitted by Lisa Everett for painting house exterior - approved Certificate of Approval HDC 007-2018. The cost for this work was $7,850.00, proof of payment is $7,850.00, and the tax credit requested amount is $785.00.

 

8.      A tax credit request for 1110 Montgomery Street, submitted by Lisa Everett for installation of flashing on roof  - approved Certificate of Approval HDC 003-2018. The cost for this work was $1,200.00, proof of payment is $1,200.00, and the tax credit requested amount is $120.00.

 

Staff Approvals:

 

HDC 018-2018 for 1107 Montgomery Street, submitted by Ted Kelton, requesting approval to trim tree along front side of house, as branches are touching the roof. Trimming will be minimal.  

HDC 019-2018 for 332 Montgomery Street, submitted by James Frazier, requesting approval to repaint porch trim, windows, roof edges and doors with in kind color. 

HDC 021-2018 for 336 Montgomery Street, submitted by Randy and Jeanie Anastasia, requesting approval to repaint house trim, windows with in kind color. 

HDC 023-2018 for 714 Main Street, submitted by Gloria Arnold, requesting approval to replace roof on house and front porch with in kind color. 

HDC 024-2018 for 712 Main Street, submitted by Scarlett Wirt, requesting approval to replace roof on house and roof on front porch with in kind color. 

HDC 025-2018 for 612 Prince George Street, submitted by Ernest Johnson, requesting approval to replace porch on house with in kind style and color. 

HDC 028-2018 for 28 Post Office Avenue, submitted by Glynnis McPhee, requesting approval to replace roof on house with in kind style and color.

Chairman Hayes called the meeting to order at 7:01, read the Opening Statement and asked for a roll call. Five commissioners answered present, constituting a quorum.

 

Chairman Hayes asked if there were corrections or comments regarding the Minutes from the Regular HDC meeting held on October 24, 2017.  Mr. Kluckhuhn made an amendment to the minutes to add ‘Council Chambers” to both statements where Mr. Hayes had recused himself from the stand, passed the gavel to the vice chair (Robert Kluckhuhn) to remove himself from voting on his own property and then returned after the vote and the gavel was passed back to him.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the Minutes were approved as amended, on five affirmative votes.

 

HDC 015-2018 for 425 Prince George Street, the applicant, Cherilyn Hostetler, requesting re-approval to remove flat roof porch and build a peaked roof over the porch. Roofing shingles will match the existing roof (speckled gray). The porch will be painted “in kind” or white. This request was previously approved by the Historic District Commission in December of 2012 but the work was never done.

The applicant explained the reason was financial as to why the work wasn’t done when previously approved, also that they’ve had a water issue from rain due to the flat roof which is why they are asking to change it.

On a motion by Mr. Kluckhuhn, seconded by Ms. McCeney, the certificate was approved on a unanimous vote.

 

HDC 017-2018 for 702 Montgomery Street, the applicant Anastacia Martinez for the shed build in rear of property. The shed is already there. Applicant did not realize he needed HDC approval prior. Staff confirmed a building permit will still be required for the shed, since it was stick built.

The applicant explained size, material and location of shed, which will be used for storage on the property. He understands a building permit is also needed for the shed, and going forward will need HDC approval for any visible work done on his property.

On a motion by Ms. Mc.Ceney, seconded by Ms. Lubieniecki, the certificate was approved on a unanimous vote.

 

HDC 016-2018 for 406 Laurel Avenue, submitted by Benjamin Brady, requesting to replace chain link fence with vinyl fence, change back and side from 4’ to 6’.  

The applicant presented the plans for new fencing; is requesting vinyl instead of wood because it would look better than the current chain-link and will last longer than wood.  The applicant also clarified the 6 foot privacy fencing will be in the rear property. The Commission suggested to the applicant to use picket fencing between the front and the back property instead of the privacy fencing and to use picket fencing instead of the 2-rail along the side street. To clarify approval is for a 4 foot picket fence from house to alley with a 3 foot wide picket gate, 6 foot privacy vinyl with 8 foot wide gate (in rear of property) and 6 foot tall privacy with 3 foot wide gate next to the garage.

On a motion by Mr. Kluckhuhn, seconded by Ms. Lubieniecki, the certificate was approved on a unanimous vote.

 

HDC 027-2018 for 331 Prince George Street, submitted by Donald and Kathleen Dalphonse, requesting approval to upgrade the roof from a 3 tab shingle to an architectural shingle. Shingle will be in graphite color. The new roof will appear to be darker because the current roof has faded with time.

The applicant presented the plans for the new roof, and discussed details regarding the new shingles; they will look more 3-D and show more detail than the current roof. It may appear darker because the current roof is faded.

On a motion by Ms. McCeney, seconded by Ms. Lubieniecki, the certificate was approved on a unanimous vote.

 Chairman Hayes asked if there were any comments or questions regarding staff approvals approvals and there were none.

 

Chairman Hayes thanked Michael Dyer for his years of serving as a commission member to the Historic District.

 

Chairman Hayes asked for new business. There was no new business.
