CITY OF LAUREL PLANNING COMMISSION
TUESDAY- JULY 11, 2017
The meeting convened in the Council Chambers of the Laurel Municipal Center at 7:00 P.M., with Chairwoman Mitzi R. Betman, presiding. The roll was called with Councilman Fred Smalls, Ex-Officio Member, Mr. John R. Kish, Vice Chairman, the Honorable G. Rick Wilson and Mr. Bill Wellford present. Also present were Mr. Martin A. Flemion, Executive Officer, Mr. Nathan D. Grace, Planner II, Ms. Sara Green, Secretary to the Commission, and Mrs. Brooke Quillen, Administrative Specialist. There was approximately three (3) members of the public in attendance.
The minutes of the June 13, 2017 meeting were approved on motion by Mr. Kish, seconded by Mr. Wellford, and carried on a roll call vote of all members present as written.
Next, Mr. Nathan D. Grace, Planner II presented the Technical Staff Report dated June 30, 2017 regarding Annexation 1-2017, 7041 and 7051 Contee Road, filed by Strittmatter Contee, LLC., 9102 Owens Drive, Manassas, Virginia 20111. Mr. Grace stated that the Applicant was requesting the annexation of two parcels: Tax Parcel 146 and 148 (Tax Account Numbers 1022300 and 1008788) consisting of approximately 32.68 acres. Parcel 146 consisting of 26.61 acres was in Prince George’s County’s R-18C (Multi-family Medium Density Residential-Condominium Zone) and Parcel 148 consisting of 6.07 acres was in the County’s R-R Zone (Rural Residential Zone). The Technical Staff Report noted that the Annexation Area known as 7041 Contee Road would be placed in the City’s R-T (Residential Townhouse) zone and the Annexation Area known as 7051 Contee Road would be placed in the City’s R-5 Zone. Mr. Grace stated that an Annexation Plan and Resolution No. 10-17; Annexation Resolution No. 11-17; and Charter Resolution No. 171 were also part of the annexation request.
Chairwoman Betman opened the public hearing on the application at 7:06 p.m. and noted that Edward C. Gibbs, Esquire, representing the Applicant, was signed up to speak. Mr. Gibbs provided a brief summary regarding the proposed annexation. Chairwoman Betman stated that the annexation of the land into the City was the only item before the Commission but asked Mr. Gibbs to state for the record what the intended development of the land would be if the annexation were successful. Mr. Gibbs stated that if the land were annexed into the City, the Applicant would then apply for Neo-Traditional Overlay Approval to construct townhouses and create an athletic field with parking that would be transferred to the City upon completion. There was no one else signed up and no one came forward to speak regarding the application. Chairwoman Betman closed the public hearing at 7:10 p.m.
The Commission, on motion by Mr. Wellford, seconded by Mr. Kish, and carried on a roll call vote of all members present, voted to recommend approval of Annexation No. 1-2017 consisting of 32.68 acres located at 7041 and 7051 Contee Road including Annexation Plan Resolution 10-17; Annexation Resolution No. 11-17; and Charter Resolution No. 171 as presented to the Mayor and City Council.
Chairwoman Betman acknowledged a young boy scout and his father who were in the audience to observe the meeting. Chairwoman Betman thanked them for attending the meeting and learning about City government.
There being no further business, the meeting was adjourned at 7:25 p.m.
