EIGHT HUNDRED AND FIRST MEETING

CITY OF LAUREL HISTORIC DISTRICT COMMISSION

TUESDAY – JUNE 20, 2017 – REGULAR

1.       Roll Call.

 

2.      Approval of the Minutes for the Regular HDC meeting held on

April 18, 2017.

 

3.      HDC 041-2017 for 1011 Montgomery Street, submitted by Eric Sabelhaus, requesting approval to build a shed in the back east side corner of the yard. The shed will be 10’ X 12’, it will be white aluminum siding with black shutters, it will have a 6’ wide door, there will be decorative trim in the gable of the roof, and there will be one window on the side. It will be built in the likeness of the of the property structure.

 

4.      HDC 042-2017 for 336 Montgomery Street, submitted by Randy and Jeanie Anastasi, requesting approval for the completed installation of a shed in the back east corner of the property. The shed is an 8’ X 12’ Amish style wood A-Frame and it will be painted a greenish-tan color (Clay). It will have white trim and a black roof, and red double doors with transom windows. There will be two gable vents.

 

5.      HDC 046-2017 for 209 11th Street, submitted by Jessica Trotta, requesting approval to remove and replace a tree in the front yard.

 

6.      HDC  047-2017 for 322 Laurel Avenue, submitted by Lam Vu, requesting approval to (1) paint the handrail on the front porch white, (2) remove a tree on the right side of the house that is encroaching on the roof and whose roots are encroaching on the house, and (3) replace the front door with a similar door.

 

7.      HDC 048-2017 for 510 Prince George Street, submitted by Margie McCeney, requesting approval to (1) remove a Maple tree from the front yard that is leaning over Prince George Street, (2) remove a Locust tree from the front yard, (3) remove 3 Locust trees from the back yard, and (4) remove 1 Black Walnut tree from the back yard.

 

Staff Approvals:

 

HDC 037-2017 for 1001 Montgomery Street, submitted by Alan Jackoway, requesting approval to replace gray asphalt shingles with same.

HDC 038-2017 for 315 Main Street, submitted by Sterling Gallagher, requesting approval to paint the front Blue the same color with same white trim.

HDC 039-2017 for 311 Main Street, submitted by Sterling Gallagher, requesting approval to paint the storefront Blue, Green, White - In Kind.  

HDC 040-2017 for 313 Main Street, submitted by Sterling Gallagher, requesting approval to repaint the storefront Blue/White – In Kind.

HDC 043-2017 for 512 Prince George Street, submitted by Luis Drake, requesting approval to replace the flooring and railing of porch using same color scheme. The porch colors are green and white.

HDC 045-2017 for 322 Laurel Avenue submitted by Lam Vu, requesting approval to stain the front deck porch a natural wood matching existing color.

Chairman Hayes called the meeting to order at 7:00, read the Opening Statement and asked for a roll call. Five commissioners answered present, constituting a quorum.

Chairman Hayes asked if there were corrections or comments regarding the Minutes from the Regular HDC meeting held on April 18, 2017. There were no comments or corrections.

On a motion by Miss McCeney, seconded by Ms Lubieniecki, the Minutes were approved as written, on a unanimous vote with Mr. Kluckhuhn abstaining.

The applicant for HDC 041-2017 did not attend the meeting. The commission members needed additional information from the applicant for the installation of a 10’ X 12’ shed in the back corner of the yard. This item will need to be rescheduled with the applicant present to be heard.  

HDC 042-2017 for 336 Montgomery Street, submitted by Randy and Jeanie Anastasi, requesting approval for the completed installation of a shed in the back east corner of the property. The applicant explained that due to health reasons there was a need to expedite the installation of the shed and got approval from the city to install the shed prior to HDC approval. He also said he would like to add an addendum to the existing Certificate of Approval and would like to paint the house to match the color of the shed. Staff said they would add the addendum to the Certificate of Approval.

On a motion by Mr. Dyer, seconded by Mr. Kluckhuhn, the certificate was  approved with the addendum, on a unanimous vote.

HDC 046-2017 for 209 11th Street, submitted by Jessica Trotta, requesting approval to remove and replace a tree in the front yard.

The applicant did not attend the meeting. The Chairman of the HDC said he went by the house to look at the tree. He said the tree is out of proportion for the house. It is also blocking the view of the house and encroaching on the street. The commissioners agreed to vote on the request with one condition. When replacing the tree, the HDC wants the applicant to select a tree from the tree list provided to the applicant by staff.

On a motion by Mr. Kluckhuhn, seconded by Miss McCeney, the certificate was approved with the one condition, on a unanimous vote.

HDC 047-2017 for 322 Laurel Avenue, submitted by Lam Vu, requesting approval to (1) paint the handrail on the front porch white, (2) remove a tree on the right side of the house that is encroaching on the roof and whose roots are encroaching on the house, and (3) replace the front door with a similar door.

The commissioners asked the applicant if he would be willing to paint the porch railings white to match the handrail and he agreed. The applicant was asked if the tree he wanted to remove was healthy and he said it is a healthy tree but hanging above his roof causing problems. He also said the tree would be in the way if he puts a new driveway in. Since the applicant did not submit information regarding a driveway, the HDC said the request is incomplete and will not be decided on until all information is available. The commissioners reminded the applicant that he could trim the tree up to one third without approval.

There was a lengthy conversation regarding the replacement of the front door and the commissioners felt there was not enough information on the replacement door to rule. The applicant was asked to bring exact measurements and the style of the door that he wants to install to a future meeting.

On a motion by Mr. Kluckhuhn, seconded by Miss McCeney, the certificate was approved for the painting of the handrail with the one condition as stated, on a unanimous vote.

HDC 048-2017 for 510 Prince George Street, submitted by Margie McCeney, requesting approval to (1) remove a Maple Tree from the front yard that is leaning over Prince George Street, (2) remove a Locust tree from the front yard, (3) remove 3 Locust trees from the back yard, and (4) remove 1 Black Walnut tree from the back yard.

The applicant gave an overview of the problems associated with the trees in her yard and shared the problem associated with the Maple tree in the front that is leaning over Prince George Street. She has plans to plant trees to replace the ones being removed and said she has many trees in her yard.

On a motion by Ms Lubieniecki, seconded by Mr. Dyer, the certificate was approved as presented, on four affirmative. Miss McCeney recused herself. 

A tax credit request for 407 Prince George Street, submitted by Gordon Dexter requesting approval for tax credits for approved HDC Certificate of Approval  036-2016. The amount of the approved work was $11,050.00, proof of payment is $11,050.00 and the requested tax credit amount is $1,105.00.

On a motion by Mr. Kluckhuhn, seconded by Ms Lubieniecki, the tax credit request was approved as presented.

Chairman Hayes asked if there were any questions or comments regarding the staff approvals and there was a question regarding the color blue being used at 311, 313 and 315 Main Street. The commission members asked if the color was on the color chart that was pre-approved for Main Street. Staff said the color was not chosen from the chart but was matched as closely as possible to the previous color on the building.

 

Chairman Hayes asked for new business. There was no new business.
