Second public hearing with possible action on Ordinance No. 1914, an ordinance adopting the Operating Budget of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2017 through June 30, 2018 and to levy property taxes; and to authorize the collection of such taxes; and approving the Capital Improvements Program for Fiscal Year 2018 – 2023.
  8. Second public hearing with possible action on Resolution No. 9-17, a resolution of the Mayor and City Council of Laurel approving an Annexation Agreement with Strittmatter Contee, LLC, for the annexation of 32.68+/- acres of land known as 7041 and 7051 Contee Road, Laurel, MD, into the Corporate limits of the City of Laurel, and authorizing the Mayor to sign the agreement.

THIRTY-FOURTH MEETING OF THE MAYOR AND CITY COUNCIL

 

MONDAY, MAY 22, 2017 – REGULAR – 7:00 P.M.

 

 

 

The meeting was called to order at 7:00 p.m. with President Pro tem Valerie M.A. Nicholas presiding.  Reverend Litchfield gave the Invocation.  Roll was called with Valerie M.A. Nicholas, President Pro Tem; H. Edward Ricks, Councilmember; Donna L. Crary, Councilmember and Frederick Smalls, Councilmember present.  Also present: Ana Navarro, Administrative Assistant; S. Michele Saylor, Director of Budget and Personnel Services; Monta Burrough, Economic and Community Development; Joanne Barr, Director of Parks and Recreation; Rob Ferree, Director of Public Works; Dave Cope, Fire Marshal; Chief Richard McLaughlin, Police Department; Kevin Frost, Director of Information Technology; Audrey Barnes, Director of Department of Communications and Karen Ruff, City Attorney.  There was a public attendance of approximately thirty people present.

  • Laurel High School Awards Ceremony held on Thursday, May 18, 2017.
  • Prince George’s County Municipal Association meeting held at Seat Pleasant on May 18, 2017.
  • First Generation College Bound & LARS 5k Run held at McCullough Field on Saturday, May 20th, 2017
  • Lunch with Heroes held at Mission BBQ held on Saturday May 20, 2017.
  • Beltsville Community Day held on Sunday, May 21, 2017.
  • Joint Memorial Service will be held at Ivy Hill Cemetery Sunday, May 28, 2017 at 11am followed by dedication of Monument for Marcus Colbert and Memorial Garden being held in front of City Hall.
  • Memorial Day Holiday is Monday, May 29, 2017 and City offices will be closed.
  • Best wishes to John Shay, City Solicitor, who has been ill.
  • Mayor has appointed Karen Ruff to be the City’s Acting City Solicitor.

 

At this time, Lieutenant Erik Lynn along with Chief Richard McLaughlin, Mayor Moe and Councilmembers presented the Outstanding Citizens Awards and the Lifesaving Awards.

 

President Pro Tem Nicholas opened and closed the General Public Hearing at 7:23 p.m. with no one present wishing to speak.

 

President Pro tem Nicholas read the title of Ordinance No. 1914, an ordinance adopting the Operating Budget of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2017 through June 30, 2018 and to levy property taxes; and to authorize the collection of such taxes; and approving the Capital Improvements Program for Fiscal Year 2018 – 2023 into the record for the second reading. The public hearing was opened at 7:23p.m.

 

Michele S. Saylor, Director of Budget and Personnel, said that there were no changes and that the Budget and the CIP remain the same. She wanted to thank the department heads and their budget staff who worked so hard to put all the figures together. She also gave thanks to James Cornwell-Shiell in the IT department for his help in compiling the actual physical document as well as a newcomer in the department office Melba Quezada.

 

President Pro Tem Nicholas closed the public hearing at 7:25 p.m.

 

On motion by Councilmember Ricks, seconded by Councilmember Smalls, ORDINANCE NO. 1914, AN ORDINANCE ADOPTING THE OPERATING BUDGET OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND, FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018 AND TO LEVY PROPERTY TAXES; AND TO AUTHORIZE THE COLLECTION OF SUCH TAXES; AND APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR FISCAL YEAR 2018 – 2023, was adopted on a unanimous roll call vote.  Mayor Moe concurred with this action.

Edward Gibbs, Attorney for Federal Realty said he appreciates the support for the Strittmatter Contee Annexation Agreement.

 

President Pro Tem Nicholas closed the public hearing at 7:29 p.m.

 

 On motion by Councilmember Crary, seconded by Councilmember Ricks, RESOLUTION NO. 9-17, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF LAUREL APPROVING AN ANNEXATION AGREEMENT WITH STRITTMATTER CONTEE, LLC, FOR THE ANNEXATION OF 32.68+/- ACRES OF LAND KNOWN AS 7041 AND 7051 CONTEE ROAD, LAUREL, MD, INTO THE CORPORATE LIMITS OF THE CITY OF LAUREL, AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT, was adopted on a unanimous roll call vote. Mayor Moe concurred with this action.
