The City Administrator's Office also has the additional responsibility of issuing permits for parades and public assemblies within the City limits of Laurel.

A parade is defined as "... any march, walk, run, procession, motorcade, or promenade consisting of persons, animals, bicycles, or vehicles or a combination thereof, having a common purpose, design, destination or goal, which is to occur on any street, sidewalk or park and which does not comply with    normal and usual traffic laws, regulations or controls... " (Ordinance #1177).

A public assembly is defined as "... Any meeting, demonstration, rally, gathering, ceremony, show, exhibition, concert, pageant or assembly of any kind, to occur on any street, sidewalk or park, consisting  of twenty-five (25) or more persons, animals, or vehicles, or combination thereof, or which is calculated to attract at any one time the attendance or attention of twenty-five (25) or more persons, animals or vehicles or combination thereof, which has a common purpose, design or goal ..." (Ordinance #1177).

Anyone seeking the issuance of a permit must file an application with the City Administrator's Office not more than one-hundred eighty (180) calendar days before, and not less than fifteen (15) calendar days before, the date and time at which the proposed event is to occur.

FEE:  A non-refundable application fee of Seventy-Five Dollars ($75.00) shall be paid by the applicant to the City of Laurel at the time of filing the parade/public assembly application. Payment is made at the Finance Department by either cash, check or credit card (Visa/MasterCard).

If alcohol is proposed to be served or sold at the event, the applicant must obtain a Class "C" Liquor License (one day license) from Prince George's County - (301) 699-2770.   Click on the link of the Liquor Control Board for detailed information. Additionally, if alcohol, music or dancing is proposed for the event security must be provided through the Laurel Police Department at the applicant’s expense.  The number of officers required will be determined by the size of the event.
