SUMMARY – The Chief Building Official (CBO) of the Department of the Fire Marshal and Permit Services (FMPS) is an integral part of the Department of the Fire Marshal and Permit Services (FMPS) and is responsible for leading and managing the Permits and Inspection Division of FMPS. The CBO works directly for the FMPS Assistant Director, but considerable leeway is granted for the exercise of independent judgment and initiative.  The CBO helps manage, supervise, and direct the various efforts, actions, and directions needed to provide FMPS services to both FMPS internal and external customers.  These services include plan reviews, permit application reviews and inspections for: commercial and residential building projects including new and existing construction, remodels and renovations, electrical new installation and existing modifications, installation of new and replacement of existing mechanical systems, rental housing inspections, sediment and erosion control inspections and site compliance. Additionally, these services include but are not limited to: employee training, complaint investigations, personnel development, electronic documentation programs, research and development involving the various aspects of FMPS program initiatives.

The nature of the work performed requires that an employee in this position establish and maintain exceptional working relationships with the FMPS senior staff and all FMPS personnel. Also, this employee must work with representatives from the City Administration, other City employees, local, state and federal elected officials, representatives of professional code groups, neighborhood organizations, business/property owners, developers/engineers, and the public.  The CBO may represent the Department at any time as requested by the Director or Assistant Director and may serve as the Acting Assistant Director in the absence of the Assistant Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Supervises, trains, evaluates, prioritizes work assignments, and manages daily operations and activities of the Permits and Inspection Division staff.
  • Manages all programs assigned to and within the Permits and Inspection Division.
  • Reviews complex plans and related construction documentation for approval.
  • Oversees the enforcement of all building, electrical, mechanical, fire and life safety, and property maintenance codes and standards adopted by the City.
  • Participates in the development of Department policy in coordination with the FMPS senior staff.
  • Participates in budget development and administration.
  • Provides status reports to the department Assistant Director on specific cases warranting attention.
  • Administers, interprets, and prepares local amendments to various National and International Codes in addition to the City of Laurel Municipal Code of Ordinances, and applicable County and State codes.
  • Performs special projects for the Assistant Director or Director as requested.
  • Serves as the FMPS department Assistant Director when requested.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
  • Responds to citizens’ questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Responds to provide emergency inspections during off-duty hours as need arises.
  • Willingly and cooperatively accepts other related duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES – The person in this position supervises subordinate employees assigned to the FMPS Permits and Inspection Division. This person is responsible for the overall direction, coordination, and evaluation of these employees and carries out supervisory responsibilities in accordance with the policies of the City and the FMPS Department and applicable laws. Responsibilities include making recommendations to hire; training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM QUALIFICATIONS – The minimum eligibility requirements for positions within this Class are as follows:

  • EDUCATION and/or EXPERIENCE – Technical or college level courses in building construction, mechanical, electrical construction or building trades related studies, and eight years of field experience, at least five years of supervisory experience, or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
  • CERTIFICATES, LICENSES, REGISTRATIONS – Must possess the ICC Commercial and ICC Residential Building Inspector and Plan Review Certifications, the International Property Maintenance Code, and Housing Inspector Certifications. Must be able to complete NFPA Fire Inspector 1 and the NIMS Compliance Training, Incident Command System (ICS) 100, 700 courses within six (6) months of employment. EOE

Must possess a Maryland Class C Driver’s License, or a comparable driver’s license issued by the employee’s state of residence, and a proven safe driving record.

  • TRAINING STANDARDS – Must complete at least 30 hours of approved professional continuing education training annually after the first 12 months of employment.
  • Computer Skills - Ability to operate a personal computer and tablet and to use typical office software such as Microsoft Word, Microsoft Excel. Able to learn and use other computer-based processes including the City’s software packages for inspections, permits and GIS.
