SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES: 

This is a high-level management position involved in applying professional standards to planning, administration, coordination, research and implementation of neighborhood, business development, urban revitalization and related work. The work is performed under the supervision of the Director but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of employees in the Planner positions. The nature of the work performed requires that an employee in this position establish and maintain effective working relationships with other employees, State and federal officials, representatives of neighborhood organizations, business and community organizations and the public. This person may represent the Department at any time as requested by the Director and may serve as Acting Director in the absence of the Director.

QUALIFICATIONS:

Graduation from an accredited college or university with a Master’s Degree in Urban Studies, City or Regional Planning, or related area, and four (4) years of broad range planning and/or regulatory experience including a minimum of three (3) years supervisory experience, or an equivalent combination of education and experience. Completion of National Incident Management System Incident Command courses required within six (6) months of employment with the City. Must possess a Maryland Class “C” Driver’s License and a proven safe driving record. Thorough knowledge of the principals, practices, and objectives of urban planning, zoning, and development. Working knowledge of capital improvement planning, transportation planning, land use planning. Working knowledge of zoning and subdivision regulations and the methods and procedures by which they are enforced. EOE

Economic & Community Development

The Department of Economic and Community Development maintains and oversees the built environment within the City of Laurel. The department is responsible for zoning compliance, subdivision and development review, historic preservation review, economic development, affordable housing, and implementation of the City’s Master Plan. These activities are intended to improve the life quality in the City. Department staff strive to provide these services in a timely and efficient manner while promoting high-quality development which is compliant with State of Maryland regulations and statutes.
