City of Laurel Recreational Vehicle Ordinance

Items Covered:
- Bicycle: 2,3,or 4 wheeled of which one is more than 14 inches in diameter. Either powered by human power or motor (electric or gas) less than 1.5 horsepower.
- Moped: designed to be operated by human power with motor assistance. Has up to four wheels, one of which is more than 14 inches in diameter. Has a motor rating of 1.5 horsepower or less.
- Play vehicle: described as skateboards, roller skates, soap box vehicles and other similar vehicles. Scooters will include a vehicle with handlebars and is designed to be stood on by the rider. Play vehicle will also include scooters which are motorized, non-motorized, battery operated, self-propelled or any combination of those.
Items Not Covered:
- Tricycles and other three wheeled or more wheeled toys commonly used by small children under the supervision of any adult.
- Under ADA laws, this ordinance does not apply to anything that restricts mobility, which is covered under separate MVA sections.
- The laws dealing with bicycles and mopeds currently covered by Maryland Law (Maryland MVA) are not superseded by this ordinance.
Provisions under the ordinance:
- Rider or operator of any bicycle or play vehicle on any public street shall have the vehicle under proper control.
- Shall not operate or propel the bicycle or play vehicle on any city street recklessly or at a rate of speed greater than is reasonable and proper.
- The operator or rider of any bicycle or play vehicle shall not use the streets or highways so as to endanger the property of any person.
- All operators of any bicycle or play vehicle shall at all times comply with all traffic regulations in force in the city and State of Maryland.
- It is unlawful for any person to ride any bicycle, moped, motor vehicle or play vehicle, on any public parking lot and public sidewalks in the City of Laurel, except those areas designated (none current and when approved, by sign designation).
- It is unlawful for any person to ride or operate any bicycle, moped, motor vehicle or play vehicle in any park or playground owned and/or maintained by the City of Laurel except in specified and designated areas (none currently and when approved, by sign designation).
Violations:
- Officer discretion is strongly suggested and encouraged.
- Violators may be issued Municipal Infractions.
- Fine of $25.00 for a 1st offense, $50 for a 2nd offense, $100 fine for a 3rd and subsequent offense, not to exceed $250.00.
- Other violations may be charged under MVA laws if applicable.
