The City is now one of many jurisdictions in the Washington Metropolitan area to use automated speed enforcement to reduce traffic crashes, pedestrian accidents and save lives. The program will provide automated enforcement in residential areas with speed limits of 35 mph or less and school zones no matter what the posted speed limit. Speed cameras provide police with one more tool to protect pedestrians and other motorists by targeting aggressive driving behaviors.
The fine for violating the posted speed limit is $40.00 for each violation. Violators traveling 12 miles over the posted speed limit will activate the speed camera which will result in a violation notice being issued via the US Mail. All violators may pay the fine or request a court date to contest violation notices. The city held an implementation period which began on Monday, November 22, and lasted 30-days where only warnings were issued. After that period, fines began to be issued to violators.
Photo violations do not result in points and cannot be used to increase a person’s insurance rates. Recipients of citations may contest them in District Court and operation of school zone cameras is restricted to Monday through Friday, from 6AM to 8PM.
References to Law:
The Maryland State Highway Administration (SHA) defines a “School Area” as the area surrounding, and within one-half mile of, a school building or property and within which motor vehicle , pedestrian or bicycle traffic is substantially generated or influenced by the school (TR § 21-803.1). Within this “School Area”, “School Zones” may be designated. The “School Zone” is a segment of highway located within a School Area that is: (1) routinely used by pupils for access to or egress from school buildings or grounds; (2) established of official action; and (3) designated by appropriate signs.
Maryland enacted a law, which took effect on October 1, 2009, that allows for automated speed enforcement in designated school zones across the State (TR § 21-809). The State law authorizes each county and municipality to pass a local law authorizing the use of automated speed enforcement within its jurisdiction.
The following map demonstrates the designated School Zones within the City of Laurel.
